What is the SCIF?
Proposed SRP/CAP Interconnection Facility (SCIF)
o Will allow SRP water into the CAP canal system. 
o If a partner in the project, Glendale could conduct water 
exchanges using the SCIF to benefit the city.
Glendale is already a partner in the CAP/SRP Interconnect 
Facility (CSIF) which allows CAP water into the SRP system.

Benefits of the SCIF
The SCIF will help with Colorado River shortage issues by getting 
additional water to Glendale’s Colorado River water treatment 
plant through exchanges. Examples:
Provide Glendale’s New Conservation Space Water (NCS) from 
Roosevelt Lake in exchange for CAP water delivered to the City’s 
Pyramid Peak WTP.
Recover recharge credits in exchange for CAP water delivered to the 
City’s Pyramid Peak WTP.
Possible future water exchanges to be determined.

Benefits of the SCIF
Glendale would deliver 
its NCS water into the 
CAP Canal via the SCIF
Glendale would receive CAP water 
at the PP WTP in exchange  for the 
NCS water put into the CAP Canal 
via the SCIF

Estimated Costs
Costs to Glendale depend on future water needs. 
Estimated 7,000 acre-feet (9.7cfs) needed per year based 
on anticipated losses from the Colorado River shortage.
Initial estimate of construction costs for Glendale:
o Range from $5.5 Million to $8.3 Million
Other SRP Operation and Maintenance fees estimated at 
about $150,000/year.

Future Actions
Consensus to move forward:
o SCIF Memorandum of Understanding (MOU) - To Support SRP in 
the Planning, Design, Permitting, Construction, and Operation of 
the SRP/CAP Interconnection Facility (SCIF)
o If we have consensus, the MOU is on tonight’s Council Meeting 
agenda for approval
The SCIF MOU is non-binding and Glendale can opt out of 
the agreement before incurring costs
Water Services will come back to Council with future items 
related to the SCIF project
