Proposal to Update Water Conservation Incentives for Glendale Water Customers Glendale Water Services – September 27, 2022 Presentation Overview Today’s workshop will provide information on changes to the existing rebate and creating new rebates. We are seeking Council consensus on: 2 CHANGES TO EXISTING REBATE • Increase rebate amount for residential and non-residential customers • Discontinue rebate for landscape water budget • Include artificial turf CREATE NEW REBATES • High-Efficiency Toilet • High-Efficiency Clothes Washer • Smart Irrigation Controller • Pool/Spa Removal • Cooling Tower Water Management Technology Landscape Rebate History 1986 – Council approved a $100 landscape rebate for residential customers 2005 – Council approved updates to the landscape rebate: 1. Increased rebate amount for residential customers (existing homes and new homes) 2. Discontinue $1,500 for landscape water budget since this is already a requirement to receive the rebate. 3. New Rebate – Smart Irrigation Controller* WaterSense Certified Weather-based Irrigation Controller Residential • $150 per controller Non-Residential – currently piloting this technology through a U.S. Bureau of Reclamation grant, which expires at the end of CY2023. 13 *Estimated water savings of 15,000 gallons/year. New Rebate – Pool/Spa Removal Pool/Spa Removal Residential - $1.00 per square foot of water surface area converted to a desert landscape. 14 *Estimated water savings of 25,000 gallons/year. New Rebate – Cooling Tower Water Management Technology 15 Upgrades to existing cooling towers to provide better water management practices and installation of water-saving technologies Non-Residential, Up to $1,000 • Remote read controllers • Water monitoring and leak detection hardware • Conductivity controllers • Sub-meters *15-20% estimated water savings.
