A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
AUTHORIZING AND DIRECTING THE ENTERING INTO OF 
AN AGREEMENT FOR ACCOUNTING AND DELIVERY OF 
WATER 
MADE 
AVAILABLE 
IN 
THE 
MODIFIED 
ROOSEVELT DAM FLOOD CONTROL SPACE UNDER A 
TEMPORARY DEVIATION TO THE WATER CONTROL 
PLAN AMONG VARIOUS PARTICIPATING ENTITIES, SALT 
RIVER VALLEY WATER USERS’ ASSOCIATION, AND 
SALT RIVER PROJECT AGRICULTURAL IMPROVEMENT 
AND POWER DISTRICT (SRP).  
 
WHEREAS, SRP has an agreement with the City of Glendale to transport and deliver its 
allocation of waters of the Salt and Verde Rivers; and  
 
WHEREAS, the Roosevelt Dam creates Roosevelt Lake, the largest reservoir of the SRP 
system; and  
 
WHEREAS, construction of additional storage at Modified Roosevelt Dam was 
completed in 1996 and raised the dam a total of seventy-seven (77) feet.  As part of the 
modifications to Roosevelt Dam, certain capacity was created between elevation 2,151 feet 
above mean sea level to 2,175 feet above mean sea level for flood control purposes. 
 
WHEREAS, the Flood Control Space of Roosevelt Lake is controlled by the U.S. Army 
Corps of Engineers and SRP obtained approval from the Army Corps of Engineers to operate 
under a Temporary Deviation of the Water Control Plan; and  
 
WHEREAS, City of Glendale entered into an agreement with SRP for operations under a 
Temporary Deviation of the Water Control Plan applicable to the first five (5) feet of the Flood 
Control Space, to increase the period to evacuate water from 20 to 120 days, and for the City of 
Glendale to obtain up to 5,500 acre-feet of water that fills this space during periods of high 
precipitation once a year for a maximum of three (3) out of a five (5) year period; and 
 
WHEREAS, the City seeks to enter into an agreement for accounting and delivery of 
water made available in the modified Roosevelt Dam Flood Control Space under a Temporary 
Deviation of the Water Control Plan; and 
 
WHEREAS, the City will pay costs associated with a one-time initial account creation 
fee in the amount of $3,250 and an administrative fee adjusted annually. 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That it is deemed in the best interest of the City of Glendale and the 
citizens thereof for the City of Glendale to enter into the Agreement with SRP and Arizona cities 
of Avondale, Chandler, Mesa, Peoria, Phoenix, Scottsdale, Tempe, Town of Gilbert, Roosevelt

Conservation District, Buckeye Water Conservation and Drainage District, Salt River Pima 
Maricopa Indian Community, Roosevelt Irrigation District, and Freeport Minerals Corporation 
for accounting and delivery of water made available in the Modified Roosevelt Dam Flood 
Control Space under a  Temporary Deviation To The Water Control Plan from the U.S. Army 
Corps of Engineers and the Bureau of Reclamation.  The City of Glendale’s portion includes an 
account creation fee of $3,250 and an administrative fee adjusted annually.  
 
SECTION 2.  That the City Manager or designee and the City Clerk are authorized and 
directed to execute and deliver any and all documents necessary to effectuate said Agreement on 
behalf of the City of Glendale.   
 
PASSED, ADOPTED AND APPROVED by the Mayor and Council of the City of
