Chapter 24 Revisions – Front Yard Parking Presented by Rick St. John, Deputy City Manager Front Yard Parking Revisions 2 We are seeking Council consensus on certain revisions to Chapter 24 related to off-street or front yard parking. Front Yard Parking Revisions 3 Chapter 24 Section 24-68 (e) currently states; 3. Vehicle parking in a front yard or unscreened side yard shall only be permitted on; a. a dustproof driveway that leads to a garage, carport, or required parking spaces; or b. a dustproof surface that is contiguous to or is separated by a plantable landscape strip, that is more than three (3) feet but less than ten (10) feet wide, from said driveway. Contiguous shall include attached semi- circular driveways or similar configurations; or Front Yard Parking Revisions 4 Consider adding; c. a dustproof driveway noncontiguous to the driveway described in (a) above that is not in front of the dwelling unit of the home and complies with the regulations described in 24-68 (c) and (d); **24-68 subsections (c) and (d) reference the percentage of the front yard available for parking and/or maneuvering based on lot size Front Yard Parking Revisions 5 Examples: Front Yard Parking Revisions 6 Examples: Front Yard Parking Revisions 7 Examples: Front Yard Parking Revisions 8 Consensus? Front Yard Parking Revisions 9 24-68 (b) currently states; The maximum number of vehicles permitted to be parked outside of an enclosed garage or carport in on a single-family dwelling lot within a residentially zoned area district shall be one for each 400 square feet of livable area of a residence, as specified in the Maricopa County Assessor’s records. The total vehicle count shall not include vehicles parked in a screened side yard or rear yard, delivery vehicles, or vehicles associated with guests visiting for less than 24 hours. Consider adding; A minimum of three (3) vehicles shall be allowed to be parked on any single- family dwelling lot within a residentially zoned district area regardless of the size of the dwelling unit provided those vehicles are parked in accordance with all other parking provisions within Chapter 24. Front Yard Parking Revisions 11 Chapter 24 Section 24-65 (g) currently states; (g) Within any residentially zoned district, no person shall park or store any vehicle such as but not limited to watercraft, camper shell, truck camper, or utility trailer in any portion of the side yard unless screened from the street or the surface area is improved with gravel, concrete, asphalt or paving bricks. • This code is no longer used for enforcement since the newly adopted code in Section 24-68 subsections (f) and (g) regulate the parking of these types of vehicles in more detail • Staff recommends eliminating 24-65 (g) to avoid any potential conflict in a court proceeding Front Yard Parking Revisions 12 Consensus?
