Glendale City Code Observation Points Presented by Rick St. John, Deputy City Manager Observation Points 2 We are seeking Council consensus amending various sections of Chapter 25 to all enforcement officers to take fixed, elevated positions to view violations. Observation Points 3 Code currently states an enforcement officer must view a violation from ground level beyond the boundaries of the lot. This was a change made in March 2021 from previous language that required the violation be viewed from a public street or sidewalk. Observation Points 4 Allowing enforcement officers to use fixed, elevated positions to view violations must consider a few factors; – Identifying the complaining party in reports and court proceedings – Privacy expectations – Identifying the types of violations allowed to be viewed from a fixed, elevated position Observation Points 5 We are seeking Council consensus amending various sections of Chapter 25 to all enforcement officers to take fixed, elevated positions to view violations.
