This presentation is intended to provide 
information to Mayor and Council on a new 
program called the Misdemeanor Repeat Offender 
Program (MROP) geared towards reducing 
recidivism on misdemeanor crimes.

The cities of Phoenix and Peoria each have 
established MROP programs and report significant 
reductions in recidivism on misdemeanor crimes.
The Glendale Police Department studied each of 
these existing programs and developed a program 
that will fit best within our community.

CY 2020 – 13,295 Misdemeanor incidents 
reported
CY 2021 – 14,185 Misdemeanor incidents 
reported
- Increase of 890 reported crimes

595 Repeat offenders were identified in 2021; 160 who committed 
3 or more misdemeanor offenses.
– 91 Offenders each committed 3 misdemeanor crimes in 2021
– 45 Offenders each committed 4 misdemeanor crimes in 2021
– 13 Offenders each committed 5 misdemeanor crimes in 2021
– 6Offenders each committed 6 misdemeanor crimes in 2021
– 4 Offenders each committed 7 misdemeanor crimes in 2021
– 1 Offender committed 9 misdemeanor crimes in 2021
160 offenders were responsible for 591 crime reports (4% of total 
misdemeanor incidents reported)

5,900 misdemeanor arrests in CY 2021
595 offenders were arrested more than once in CY 
2021
These offenders account for 1,462 misdemeanor 
arrests (24.7% of all misdemeanor arrests)

Goals:
– Reduce calls for service allowing officers more 
proactive time
– Reduce recidivism using enhanced penalties for 
repeat offenders
– Utilize mandated services in plea agreements
– Better utilize diversion programs for the mentally ill 
and people experiencing substance use issues

MROP Process:
– Our Records Management System (RMS) runs a daily 
report to determine if an offender has four (4) or 
more arrests in a 12-month period
– An MROP officer receives the daily report and reviews 
for qualified offenders
– For qualified offenders, the MROP officer contacts a 
contracted navigator and the prosecutor
– Navigator interviews the offender to assess service 
and case management needs

MROP Process continued:
– MROP officer, navigator, and prosecutor determine if 
plea will include mandated services
– If plea agreement is accepted, the case is handed off 
to an appropriate case manager
– The case manager works with the court and the 
offender to ensure compliance
– If the offender is ultimately noncompliant, the 
prosecutor will petition the court to revoke the plea 
agreement and bring the offender in for resentencing
