RESOLUTION NO. R23-10 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING AND AUTHORIZING THE ACCEPTANCE OF HUD- VETERANS AFFAIR SUPPORTIVE HOUSING (HUD-VASH) VOUCHERS AWARD ISSUED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) NOT TO EXCEED $1,500,000 AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS PROGRAM INCLUDING THE ACCEPTANCE OF ADDITIONAL VOUCHERS IF NEEDED. WHEREAS, the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veterans Affairs (VA) awarded $25.4 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH) vouchers to 99 Public Housing Agencies (PHA’s) across the country. This award will help homeless Veterans and their families find and sustain permanent housing; WHEREAS, the Housing Choice Voucher (HCV) program funding has provided rental assistance under supportive housing programs for homeless veterans authorized by section 8(o) (19) of the United States Housing Act of 1937, 42 U.S.C. 1437f(o)919). The HUD-VASH program combines HUD HCV rental assistance for homeless veterans with case management and clinical services provided at VA Medical Centers, Community -Based Outpatient Clinics or through a designated service provider (DSP) as approved by the VA Secretary. Through the HUD-VAS Program, HUD and VA increase access to affordable housing for homeless veterans and provide the support necessary to obtain and maintain permanent housing in the community and, WHEREAS, the U.S. Department of Housing and Urban Development is allocating approximately 8,500 VASH Vouchers to public housing agencies (PHAs) to administer this program. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That the City Council hereby accepts the full allocation of VASH Vouchers identified in the initial award letter dated December 22, 2022 ($208,975 effective February 1, 2023 for 20 VASH) and will accept any additional VASH’s provided by HUD in the future that are specific to this program not to exceed $1,500,000. SECTION 2. That the Mayor or City Manager and the City Clerk be authorized and directed to execute and deliver all agreements and documents necessary to administer this program on behalf of the City of Glendale. SECTION 3. That during the entire term of this agreement, the City manager is authorized and directed to execute renewals or amendments for the purpose of accepting funding from HUD for the VASH program.
