Congressional Directed Spending
(Earmarks)

• In the 112th Congress (2011-2012), the House and Senate began 
observing what has been referred to as an “earmark moratorium” or 
“earmark ban.” 
• The 117th Congress (2021-2022) reinstated congressional earmarks 
under a new name of "Congressional Directed Spending (CDS)." 
• The criteria for funding earmarks was substantially reformed. The 
new criteria limit recipient eligibility to public institutions, 
localities, states, Tribes, or non-profits and also suggests funding 
caps.

FY 2022 CDS Update –
911 Communications

• An award of $480,000 to replace and 
improve 15 consoles. Work includes:
• Slatwalls
• Lighting
• Comfort Systems
• Data Ports
• Equipment removal and reinstalls 
(radios, computers, Etc.)
• Electrical, grounding, cabling 
• Carpeting & Painting
• Professional Grade headset and 
speaker equipment

FY 2022 CDS Update –
Mobile Command Center

• An award of $715,000 to replace the 
Glendale Police Department Mobile 
Command Center. Features includes:
• Work areas with tabletops
• Computer tablets
• Satellite radios
• A rear table with bench seating
• Three work areas that are able to be 
separated by sliding pocket-style doors
• Restroom 
• 5Kw diesel generator

Water Supply Inter-Connect

• An award of $2 million to connect 
Glendale’s water supply to the City of 
Phoenix as a backup water source includes:
• The water interconnects are an opportunity 
to provide redundancy through regional 
collaboration with our neighboring cities. 
• The interconnects will provide water to 
Glendale in the northern part of Glendale’s 
water service area (zone 3).  This would be 
needed in the event of an unforeseen 
circumstance that impacts our ability to 
produce/deliver water from the Pyramid 
Peak Water Treatment Plant.

Digital Equity and Inclusion Initiative

• An award of $1,338,919 to rebuild and 
renovate three community centers in the 
85301 zip code. The three centers are:
–Glendale Community Center (Ocotillo 
District)
–O’Neil (Ocotillo District)
–Rose Lane (Cactus District) Recreation 
Centers 
• The funding will bring the fiber from the 
junction box into the three community 
centers and to retrofit the community 
centers with one-time supplies such as 
desks, chairs, monitors, televisions, 
computers, laptops, tablets, 3D printers, 
and coding software.

• While we are still waiting to receive the entire Congressional Directed 
Spending eligibility requirements for the 118th Congress, below is a list 
common interests that Congress has included in acceptable funding 
requests. 
– Telecommunication Expansion
– Public Safety
– Transportation
– Water
– Homelessness and Housing
– Military and Veteran Affairs
• Intergovernmental Programs will meet with Congressional staff to 
determine what projects meet committee criteria and catch the interest 
of our federal delegation. Ultimately, the final determination of selected 
funding requests is made by each member of Congress.

Program for a taxiway reconstruction at 
Glendale Municipal Airport - $1.3 Million
• Safe Streets and Roads for All Grant Award -
$799,834  
• DOJ Grant for the Veterans Court - $197,235
