Notification distances for most communities' range between      
300’ – 900’ (greatest distance ¼ mile, 1,320’)
Enhanced Notification Recommendations:
−
Due to the potential impact of a project that may extend beyond the required 
minimum notification boundary, required notification distances shall be increased by 
30%, if at least one of the following conditions exist: 
o
A zoning or land use request would result in conversion of a single-family 
residence designation to a multi-family residence designation or non-
residential designation (and vice versa).
o
A zoning or land use request may result in the need to change an existing 
roadway classification, revise an existing roadway alignment, or warrant the 
installation of a traffic signal.

Require larger sites (>40 acres) with street frontage(s), to install a sign along each 
street frontage so as to insure at least one posting for each quarter mile (1,320’). 
For applicable sites with no street frontage, postings shall be installed on the 
property in locations clearly visible to abutting residents so as to insure at least one 
posting for each quarter mile (1,320’).

To enhance notification of neighborhood meetings at preliminary stages of the 
application process, applicants shall install a sign on the property in locations 
clearly visible to abutting residents so as to insure at least one posting for each 
quarter mile (1,320’). All signs shall set forth the purpose, time, date, and place of 
the neighborhood meeting.

Preserve CUP posting requirements as proposed.

Marijuana Licensing Regulations & Conditions

The number of awarded facility certificates depends on number of State-
licensed pharmacies

1,347 open pharmacies in the State as of January 26, 2023

131 active non-profit medical dispensary certificates State-wide 
o
169 approved adult use marijuana establishments State-wide 
(Under their Social Equity Program, AZDHS also grants up to 26 
additional Marijuana Establishment licenses)

Currently, 7 uses in Glendale (6 dispensaries, 1 cultivation facility)
–
Based on appropriate zoning and required distance separation from 
residentially zoned properties, schools and other existing medical or 
recreational marijuana facilities, Glendale could potentially permit up to 5 
additional establishments (subject to licensing).
Recreational Marijuana Establishment Recommendation
o
Only allow operation of dual licensee who operates both a nonprofit 
medical marijuana dispensary and marijuana establishment 
cooperatively. (i.e. Prohibit stand alone Marijuana Establishments).

o
Allow both, stand alone Medical Marijuana & Marijuana 
Establishments.

GOOD NEIGHBOR 
POLICY

Good Neighbor Policy
City Code

Wireless Communication Facilities 
(WCF), Section 7.600 of city code 
applies to all WCF's for all zoning 
districts (Concealed, Disguised, 
and Visible)

Would apply to all requests for cell 
towers on city-owned properties.
Enhanced Good Neighbor Policy Recommendations:
–
To universally apply the “Good Neighbor Policy” to all City Owned Property, 
the following footnote may be added to the “Application Type” column within 
Table 6.200-1:
o
“Any proposed public or private use or improvement on City Owned 
Property, exclusive of right-of-ways or public utility easements, that is 
located within three hundred feet (300’) of the boundary of any existing 
residential development shall be subject to the Administrative Review 
process pursuant to Section 35.6.211 of this UDC, unless otherwise 
stated herein.”
–
Administrative Review notification process is as follows: 
o
Notice of application within fourteen (14) days of the determination of 
completeness;
o
The applicant shall post notice on or near the property as specified by 
section 35.6.204; 
o
Mailing notice to owners of property located within three hundred feet 
(300’) of the subject property; and
o
A public comment period not less than thirty (30) days following the 
date of notice of application shall be provided.

PLANNED 
RESIDENTIAL 
DEVELOPMENT (PRD)

Commission and approval from City Council 
(identical to PAD process)  
Proposed PRD Development Standards
−Allows select modifications to Development Standards 
(except density), all other provisions shall apply
o Includes additional modification limitations on (lot 
width, setbacks, lot coverage, height, open space)
−Shall conform to permitted uses for underlying zoning
−Expanded to be allowed as an overlay district in single 
residence districts SR, R-1, and multiple residence districts 
R-2, R-3, R-4 and R-5 
−PRD can only be applied in residential use applications
−Revised to be consistent with current PRD approval 
conditions, which require Planning Commission 
recommendation and Council final action
