Traffic Impact Analysis 
EXECUTIVE SUMMARY 
INTRODUCTION 
The City of Glendale has requested a traffic impact study during the development review process to assess the 
impacts of the proposed project on the surrounding transportation system. EPS Group has been retained to 
prepare the traffic impact study. The City of Glendale utilizes MCDOT’s guidelines, and a Category I study has 
been prepared per the Maricopa County Department of Transportation (MCDOT) Traffic Study Manual (May 
2017). A retail and restaurant development is proposed on the southwest corner of 75th Avenue and Bethany 
Home Road in Glendale, Arizona. The proposed development will encompass an area of 3.56 acres consisting 
of 12,832 square feet of building area (plus 1,335 square feet of patio area). Access is proposed on Bethany 
Home Road and 75th Avenue. The estimated opening year is 2025 for the purposes of this analysis. 
TRIP GENERATION 
Full build-out of the proposed development is anticipated to generate 4,099 weekday daily trips 
(entering/exiting) with 422 trips (entering/exiting) during the AM peak hour and 304 trips (entering/exiting) 
during PM Peak Hour. Pass-by trips were not considered in this analysis, since 100% of the generated trips will 
enter and exit the driveways and the study intersections mostly consist of the driveways. A reduction was not 
applied for internal trips since all the land uses are commercial and mostly restaurant uses. 
RECOMMENDATIONS WITH PROPOSED DEVELOPMENT 
The proposed lane configuration and traffic control for the study intersections is depicted in Figure 12. 
 
❖ Per the Circulation Element of Glendale’s General Plan (2040), 75th Avenue and Bethany Home Road 
are both classified as arterials. The 2025 total daily traffic volume is projected to be 24,965 vpd on 75th 
Avenue and 21,620 vpd on Bethany Home Road. These daily traffic volumes are appropriate for four-
lane roadways and consistent with Glendale’s street classification. 
 
❖ The signalized intersection of 75th Avenue and Bethany Home Road will continue to operate at a LOS D 
or above for all movements and approaches in horizon year 2025 with full build-out of the site. Per the 
queue analysis, it is recommended to restripe the westbound, northbound, and southbound left-turn 
lanes to extend their storage length into the existing two-way left-turn lanes. This is recommended with 
or without the site to accommodate the growth of background traffic volumes. 
 
❖ All site driveways are proposed to be controlled by a stop sign. The proposed right-in and right-out 
driveways will operate at an acceptable level of service. The eastbound and westbound approaches of 
Driveway B and the existing CVS Pharmacy driveway will experience delay due to the left-turn 
movements exiting the driveways onto a heavily traveled arterial during the peak hours.  
 
❖ A left-turn lane is required on 75th Avenue at Driveway B. The left-turn movement may be 
accommodated by the existing center two-way left-turn lane.

❖ Per the right-turn lane criteria in the Maricopa Department of Transportation (MCDOT) Roadway 
Design Manual, dedicated right-turn lanes are warranted on Bethany Home Road at Driveway A and on 
75th Avenue at Driveway B. Driveway A is adjacent to an existing right-turn lane at the intersection of 
75th Avenue and Bethany Home Road, and school property exists to the west limiting the ability to 
provide a new turn lane. Per the City’s request, the existing turn lane has been extended as far as 
practicable while ensuring the access driveway does not fall within the taper section. New dedicated 
right-turn deceleration lanes are provided at both Driveway B and Driveway C. Both have been 
designed to maximize the vehicular storage length as much as possible within the available space 
between intersections. 
 
❖ Several drive-thru food and drink establishments are depicted on the proposed site plan. Per the City of 
Glendale Ordinance 7.404, a drive-thru lane with a minimum storage of six vehicles shall be provided at 
twenty feet per vehicle for all convenience uses except pharmacy related drive-thru lanes. The drive-
thru lane shall not encroach upon or block driveways or parking spaces. A drive-thru coffee use is 
proposed for Pad A on the north end of the site, and ample storage has been provided to support the 
anticipated demand. Due to the multiple drive-thru uses depicted on the site plan, each drive-through 
should be reviewed as the individual uses are proposed. 
 
❖ As a minimum, the sight distance requirements of the City of Glendale’s Detail G-448 shall be followed 
to provide adequate visibility on arterial and collector streets. The construction plans shall have the 
sight lines drawn on the plan sheets, along with a statement that the design meets the requirements of 
Detail G-448.
