AMENDMENT NO. 1 
TO THE INTERGOVERNMENTAL AGREEMENT  
BETWEEN THE CITY OF GLENDALE AND THE CITY OF PEORIA 
TO PROVIDE DETENTION AND WEEKEND COURT SERVICES 
FOR THE CITY OF PEORIA POLICE DEPARTMENT  
(Glendale Contract No. C19-0604, Peoria Contract LCON02419) 
 
This Amendment No. 1 (“Amendment”) to the Intergovernmental Agreement between the 
City of Glendale and the City of Peoria to provide detention and weekend court services for 
the City of Peoria Police Department (“Agreement”) is made this ______ day of 
_______________, 2023, (“Effective Date”), by and between the City of Glendale, an 
Arizona municipal corporation (“City”) and the City of Peoria, an Arizona municipal 
corporation (“Contractor”). 
 
RECITALS 
 
A. 
City and Contractor previously entered into an Intergovernmental Agreement, 
Contract No. C19-0604, dated June 25, 2019 (“Agreement”); and 
 
B. 
The Agreement had an initial term of two years, commencing on July 1, 2019 and 
ending on June 30, 2021; and   
 
C. 
City and Contractor entered into a contract extension, C19-0604-1, dated May 19, 
2021, extending the Agreement through June 30, 2022; and 
 
D. 
City and Contractor entered into a contract extension, C19-0604-2, dated May 13, 
2022, extending the Agreement through June 30, 2023; and  
 
E. 
City and Contractor wish to modify and amend the Agreement subject to and strictly 
in accordance with the terms of this Amendment. 
 
AGREEMENT 
 
In consideration of the mutual promises set forth herein and other good and valuable 
consideration, the receipt and sufficiency of which are hereby acknowledged, the City and 
Contractor hereby agree as follows: 
 
1. 
Recitals.  The recitals set forth above are not merely recitals but form an integral 
part of this Amendment. 
 
2. 
Term.  The term of the Agreement is extended for a one-year period from July 1, 
2023 through June 30, 2024, unless otherwise terminated or canceled as provided by 
the Agreement.  All other provisions of the Agreement except as set forth in this 
Amendment shall remain in their entirety. 
 
3. 
Scope of Work. In Section 2 of the Agreement, Court Services, the following 
sentence will be stricken, “This fee does not include interpreter or judicial services

which PEORIA will arrange outside of this agreement.” The rate per inmate is 
inclusive of those services.

Detention Services. The rate for detention services will increase to $251.90 per 
inmate, per day.   
 
5. 
Court Services.  The rate for court services will increase to $87.73 per inmate, per 
court appearance. 
 
6. 
Insurance.  The insurance remains unchanged. 
 
7. 
Attestation of PCI Compliance.  When applicable, the Contractor will provide the 
City annually with a Payment Card Industry Data Security Standard (PCI DSS) 
attestation of compliance certificate signed by an officer of Contractor with oversight 
responsibility. 
 
8. 
Ratification of Agreement.  City and Contractor hereby agree that except as 
expressly provided herein, the provisions of the Agreement shall be, and remain in 
full force and effect and that if any provision of this Amendment conflicts with the 
Agreement, then the provisions of this Amendment shall prevail.
