City Code Chapter 14 Civil Defense and Emergency Services Nicole Munson, Emergency Manager – Emergency Management • Emergency Management focus was on wartime civil defense in the 1950s. • During the 1960s and 1970s, focus shifted to natural disasters (predominantly hurricanes and earthquakes). • In the 1980s and 1990s, several natural and manmade disasters occurred. • September 11, 2001 shifted the focus to all hazards. 2 Background • Allow for alignment with: – Related State Statutes (ARS 26-301, ARS 26-302, ARS 26-308, and ARS 26-314) – Federal Emergency Management Agency doctrine and best practices • Modernize the language to reflect focus and terminology of the emergency management discipline • Increase clarity on roles and responsibilities of the City’s Emergency Management organization 3 Proposed Amendments • Propose an ordinance to amend City Code Chapter 14 Civil Defense and Emergency Services to modernize the language and bring it into alignment with ARS 26-301, ARS 26-302, ARS 26-308, and ARS 26-314 • City Council should consider a proposed amendment at the Council Voting Meeting on October 24, 2023 4 Recommendation
