INTEREST – FIREFIGHTER CANCER 
LEGISLATION
Glendale City Council Workshop – October 24, 2023

Scoping Statement/Goals

Goals:
The purpose of this legislation would be to ensure that reoccurring cancers are 
evaluated as a new cancer, that a reoccurring cancer cannot be the sole reason for 
denying cancer claims, and to ensure that reoccurring cancers that result in 
disability or death are presumed to be an occupational disease as outlined in the 
Arizona Revised Statutes. 
Deliverables:
1.
Work with the City Human Resources Department, Fire Department and 
Attorney’s Office to identify bill language for the 56th Legislature’s Second 
Regular Session (2024). 
2.
Coordinate with peer cities and the League of Arizona Cities to identify a bill 
sponsor and legislative strategy for the next legislative session. 
3.
Work with stakeholders at the Capitol to ensure there is adequate support for 
legislation before the start of the 56th Legislature’s Second Regular Session 
(2024).

Timeline/Administration

If directed to move forward, staff time required to 
complete this work is estimated at 90 hours. This includes 
time required by Intergovernmental Programs, Human 
Resources, and the Fire Department.

Next Steps

If directed to move forward, city staff will immediately begin working 
with stakeholders on building consensus around strategies for 
introducing legislation and advancing it through the legislature for 
final consideration by Governor Hobbs. 
Intergovernmental Programs will also be required to identify a bill 
sponsor and work with legislative council on drafting new legislation. 
An update will be provided to the City Council during the Proposed 
2024 Legislative Agenda City Council Workshop presentation 
scheduled for November 28, 2023.
