ORDINANCE NO. O23-52 
 
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, 
MARICOPA COUNTY, ARIZONA, AMENDING GLENDALE CITY 
CODE, CHAPTER 2 (ADMINISTRATION), ARTICLE III (OFFICERS 
AND EMPLOYEES), DIVISION 1 (GENERALLY), SEC. 2-58 
(POWERS AND DUTIES), TO CREATE AN INDEPENDENT 
INTERNAL AUDIT PROGRAM AND AN AUDIT COMMITTEE. 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GLENDALE as 
follows: 
 
SECTION 1. That Glendale City Code, Chapter 2 (Administration), Article III 
(Officers and Employees), Division 1 (Generally), Section 2-58 (Powers and Duties) is 
amended and shall read as follows: 
 
CITY CODE CHAPTER 2 
 
 
Sec. 2-58. Powers and Duties 
The committee will act as an advisory body to the Mayor and City Council by making 
recommendations regarding the internal audit program. The committee shall: 
 
(1) Assign independent internal audit program staff to cComplete a periodic risk 
assessment of city departments. programs, activities and boards and commissions, and 
recommend audits to for the independent internal audit program. 
 
(2) Review the independent internal audit program's annual audit plan and forward 
recommendations to the city council for its approval by June 130 of each year. 
 
(3) Review and evaluate the draft results of the independent financial, contract 
compliance, internal control and performance audits and assign independent internal 
audit program staff to forward the draft results to the city manager; and subsequently 
forward any final audit results to the city council within thirty (30) days of receipt of 
the final audit results. 
 
(4) Recommend to the city council contracts with one or more qualified firms to 
conduct independent audits identified in the annual audit plan. 
 
(5) Evaluate audits for performance and compliance with accepted professional 
standards and provide recommendations to the Mayor and City Council. 
 
SECTION 2. That the provisions of this ordinance shall become effective thirty 
(30) days after passage of this ordinance by Glendale City Council.
