Project Overview

• Public Parking Garage will be fully owned by the City of Glendale
• Provides for an additional 3063 parking spaces in the parking 
garage in addition to 744 parking spaces at grade
• Maintains City’s contractual obligations to provide 4001 at grade 
parking spaces within the Black Lot to the AZ Cardinals  and 
AZSTA
• Provides additional parking capacity for large scale events in the 
Sports and Entertainment District and at the VAI Resort 
• Provides a long term revenue stream to City

Construction Delivery Overview

• Design-Build Contractor – Fisher Industries (FI)
– Consistent with ARS Title 34.606
• Guaranteed Maximum Price - $71,850,000
– Includes all design, permits, sitework, landscaping, 
off-site traffic improvements

Construction Schedule

• FI is currently mobilized adjacent to Black Lot ready to perform
• January 8, 2024 – March 29th 2024 - Sitework, grading, utility 
relocation, asphalt removal, caisson and foundation work
• April 10th, 2024 – September 6, 2024 -  assembly of precast 
components
• September 6, 2024 - Use of 720 at grade parking spaces 
available
• November 15, 2024 - Final closeout of project including 
landscaping, signage, lighting, elevators 
• Total project schedule – 302 days

Project Financing

• Source of funding – General Fund – Unreserved Fund Balance 
• $16m paid to FI between January 15th – June 1st, 2024
• $55,600,000 paid to FI between July 1st – project close out
• City to waive up to $250,000 for permits

Items of Note

• Project is largely concrete and steel, both products 
are supply chain sensitive with a history of volatile 
pricing.
• Fisher is vertically integrated, able to manage 
supply chain issues, and currently mobilized 
adjacent.

• Recycle asphalt material from garage footprint is more 
than sufficient
• 4” is the current depth of asphalt available for milling
• Fisher Industries  has confirmed that they will mill and place
• ~3500 Tons of millings required for 2” coverage
• Temporary lot can be striped using standard striping 
paint process
