CIOSI – Murphy Park Holiday Lighting 
on Eastside

Background/Scope

•
Glendale Glitters kicked off this year on November 24th and the 2023 Glendale 
Glitters season continues through January 1. 
•
Planning for the event begins with the lighting consultant and the Special Events 
Division in early spring of each year.
•
Due to the Downtown Campus Reinvestment Project (DCRP), the Special Events 
Division began the transition of Glendale Glitters from Murphy Park to the Civic 
Center Plaza and surrounding downtown area for the 2023 season. With the 
installation of the DCRP construction fence, a portion of Murphy Park on the east 
side currently remains open. 
•
On November 28, 2023, Councilmember Aldama requested a Council Item of 
Special Interest regarding the possibility to provide additional holiday lighting on 
the eastside of Murphy Park during the 2023 Glendale Glitters season.

Resource Assessment 
•
Due to the immediacy of this item, staff has already performed an evaluation 
of the infrastructure, operations and resources required to provide holiday 
lighting in the park during the 2023 Glendale Glitters season. 
•
The evaluation considered:
–
Condition of electrical infrastructure and maintenance 
–
Operational constraints due to adjacent construction
–
Lighting Contractor Availability
–
Cost

Factors for consideration:
–
Controls for the electrical infrastructure on the eastside of Murphy Park are located 
behind the DCRP construction fence and will require staff to enter the construction 
site for operations and maintenance of the lighting.
–
Electrical components in Murphy Park are currently operational, however consistent 
vandalism to that infrastructure is an on-going issue that requires frequent and 
immediate repairs by staff to keep lights operational.
–
The contracted holiday light provider will not be able to install lights wrapped 
around the trees as is customary – this installation takes a significant amount of 
time. The only type of light components that may be available would be a limited 
number of stand-alone features.
–
Availability of the contractor to install the lighting is limited.
–
The cost for four stand-alone features with the installation is $30K.

Resource Assessment 
Factors for consideration:
–
The Transportation Department has provided two directional message boards at 
Murphy Park to help direct Glendale Avenue traffic to the Glendale Glitters display 
one-block north.

In Conclusion
•
Downtown continues to experience significant foot traffic on weekday and 
weekend evenings.
•
Due to the time, cost and resource constraints, staff recommends 
continuing to promote the Glendale Glitters lighting footprint that is 
currently in place while continuing to promote the location change to 
visitors.
