CITY OF GLENDALE - PUBLIC OUTREACH AND ENGAGEMENT SUMMARY 
During the process of drafting the Unified Development Code (UDC), public outreach and engagement 
was facilitated through various means. To organize the public outreach and engagement process a 
detailed scope or work plan was developed at the initiation of the project. Over the course of the 
drafting process this work plan was refined as needed to allow for broad participation by community 
members and applicable stakeholders. To assist in the facilitation of this process, the City utilized 
consultant services to facilitate and respond to collected feedback. The following summarizes the 
various efforts conducted in association with the preparation of the UDC:

To inform residents and stakeholders over the life of the project, a comprehensive project 
website was developed (www.zoneglendaleaz.com). The site was routinely updated to include 
draft documents and meeting notifications. The site was also used to host a standing community 
survey that residents could complete to share feedback and comments.

For general community outreach, a series of in-person community workshops were conducted 
at key milestones of the process. A total of four community workshops were conducted in two 
phases. The first phase included a series of meetings that were conducted at the beginning of 
the process to inform residents about the project and to obtain community feedback on specific 
issues for potential consideration during the code update process. The second phase was 
conducted during the preliminary draft stage of the UDC process, this series of community 
meetings provided an overall review of proposed changes, responded to citizen questions, and 
collected suggested revisions.

Evolve Ventures assisted in developing a Stakeholder Advisory Group. The Group consisted of 
landowners, developers, homebuilders, attorneys, business owners, and representatives from 
various professional associations. One initial kick-off meeting was conducted to introduce the 
project to the advisory group. Following the kick-off meeting ongoing small group and one-on-
one meetings were conducted by Evolve Ventures as needed to receive and respond to 
stakeholder feedback.

Given the technical aspect of the code drafting process the City utilized the formal Council Code 
Committee and Council Business Committee to provide specific and detailed feedback on issues 
that were identified through the larger community outreach process. The Council Code 
Committee met a total of five times to address various topics, with residential parking being a 
key work effort. The Council Business Committee also met a total of twelve times at various 
stages of the process to review all aspects of the UDC. 
All comments received through the public outreach process were evaluated through a 
comprehensive review process. An internal City Technical Advisory Group comprised of 
representatives from applicable City Departments was utilized to analyze comments, alternatives 
and preferred recommendations. For select topics of particular community interest and importance, 
six Planning Commission Work Sessions and six City Council Work Sessions were utilized to obtain 
more formal direction on final preferred UDC provisions.
