RESOLUTION NO. R24-02 
 
A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, MARICOPA COUNTY, ARIZONA, DIRECTING 
AND 
ENTERING 
INTO 
AN 
INTERGOVERNMENTAL 
AGREEMENT, ASSISTANCE LISTING NUMBER 21.027, 
WITH THE MARICOPA COUNTY HUMAN SERVICES 
DEPARTMENT 
FOR 
THE 
DEVELOPMENT 
OF 
TRANSITIONAL HOUSING FOR HOMELESS AND AT-RISK 
VETERANS. 
 
WHEREAS, Maricopa County Human Service Department will provide City of Glendale 
with American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Funds (“ARPA”) 
for construction of non-congregate transitional housing units, through an eligible subrecipient or 
developer, located at approximately 6324 NW Grand Avenue, Glendale, AZ, 85301. This project 
shall provide shelter for approximately 50 homeless and at-risk Veterans annually; and 
 
WHEREAS, Maricopa County shall provide the City of Glendale $3,000,000 in ARPA 
Funds under Assistance Listing Number (ALN) 21.027 and provided to the County through the 
U.S. Department of Treasury. 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1. That it is deemed in the best interest of the City of Glendale and the citizens 
thereof that the Intergovernmental Agreement between the City of Glendale and the Maricopa 
County Human Services Department, ALN Number 21.027, for the development of transitional 
housing for homeless and at-risk Veterans be entered into, which agreement is now on file in the 
office of the City Clerk of the City of Glendale. 
 
SECTION 2. That the City Manager and City Clerk are authorized and directed to execute 
and deliver such agreement and signed follow-up documentation on behalf of the City of Glendale. 
 
PASSED, ADOPTED AND APPROVED by the Mayor and Council of the City of 
Glendale, Maricopa County, Arizona, this 23rd day of January, 2024.
