Repeat Offender Policy

The repeat offender policy is designed 
to provide relief for neighborhoods 
experiencing problems with persons 
who repeatedly violate city codes, 
and/or persons who fail to correct city 
code violations on their property.

Repeat Offender Definition

A responsible person who has been issued two (2) 
compliance orders and/or citations at the same 
property within a twelve (12) month timeframe. The 
violations must involve the same responsible person 
at the same address and can include any city code 
violation within a twelve (12) month period. The 
repeat offender status will remain in effect for twelve 
(12) months following the second compliance order 
or citation.

In addition, a responsible person may also be 
deemed a repeat offender regardless of the 
timeframe after having received multiple prior 
notices, including but not limited to, verbal warnings, 
courtesy notices, compliance orders, notice of 
parking violations, notice of violations letters, etc.
