A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
AUTHORIZING 
THE 
SUPPORT 
OF 
THE 
WATER 
INFRASTRUCTURE FINANCE AUTHORITY OF ARIZONA 
WATER CONSERVATION GRANT FUND AGREEMENT FOR 
THE GLENDALE WATER WISE REBATE PROGRAM; AND 
AUTHORIZING THE ACCEPTANCE AND EXPENDITURE OF 
THE GRANT AWARD IN THE AMOUNT OF $450,000. 
 
WHEREAS, the Water Infrastructure Finance Authority of Arizona is awarding the Water 
Conservation Grant Fund through the American Rescue Plan Act to the City of Glendale for the 
water conservation program. The grant funding will support the City’s existing landscape rebate 
program incentives for grass to xeriscape conversions, efficient toilets, clothes washers, and 
landscaping irrigation, as well as pool and spa removal rebates and cooling tower technology 
rebates for residential and non-residential customers; and 
 
WHEREAS, the water conservation grant agreement will help fund the Glendale Water 
Wise Rebate Program for residential and non-residential customers in an amount of $450,000 for 
costs incurred and activities performed between July 6, 2022, and June 30, 2026; and  
 
WHEREAS, the City has reviewed and supports the grant application, agrees to meet 
established deadlines for entering into a grant agreement, and is capable of meeting the minimum 
twenty-five (25) percent match of the total program cost. 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That it is deemed in the best interest of the City of Glendale and the citizens 
thereof for the City of Glendale to support the Water Infrastructure Finance Authority of Arizona 
Water Conservation Grant for the Glendale Water Wise Rebate Program. 
 
SECTION 2.  That the City Manager or designee and the City Clerk are authorized and 
directed to execute and deliver any and all documents necessary to effectuate the acceptance and 
expenditure of the grant award on behalf of the City of Glendale.
