Community I Integrity I Excellence I Innovation I Learning City Manager Memorandum DATE: March 5, 2024 TO: Mayor Jerry Weiers FROM: Rick St. John, Deputy City Manager SUBJECT: CIOSI – Small Arms Range Project with LAFB This memorandum has been drafted to outline the scope of work for Mayor Weiers Council Item of Special Interest (CIOSI) related to building a small arms indoor range in partnership with LAFB. Problem Statement: Frequent interaction between Glendale and Luke Air Force Base has resulted in an opportunity to build a joint small arms range project for the benefit of both entities. Through a Federal Department of Defense (DOD) program, LAFB and the City have the opportunity to build the aforementioned facility at little to no cost to the City or LAFB directly. The program allows for the City to fund the project up front with a scheduled reimbursement for all associated costs from the DOD. As part of the agreement, the City would own and operate the facility, with costs reimbursed, and LAFB would have first rights for use of the facility. The City would have the right to use the facility as we see fit when the facility is not being used by LAFB. Scheduled Operating and Maintenance costs are reimbursed annually along with the design and construction costs being reimbursed over an agreed upon amount of time, likely 7-10 years, until fully reimbursed. Goals: Staff will work with LAFB personnel to identify possible locations for this facility and will work internally to identify possible funding sources for the project. Deliverables: Staff will present location and funding options to the Council for discussion and consideration. Timeline: Staff will need approximately 60 days to complete the work. Administration: Intergov will work with LAFB and City departments to identify possible site locations. Budget and Finance will prepare a report on potential funding opportunities.
