RESOLUTION NO. R24-17
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA, SETTING FORTH LIBRARY USAGE
FEES; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, Glendale City Code Chapter 20 establishes the provision of library facilities and
programs for the use and enjoyment of its residents; and
WHEREAS, such facilities and programs are necessary to meet significant social, physical, and
mental health needs of the community; and
WHEREAS, to the extent possible, library facilities and programs are provided without directly
imposing fees for the use of such facilities and programs; and
WHEREAS, any usage fee for the Glendale Public Library shall be established by a Resolution
of the City Council.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION 1. That pursuant to Glendale City Code Sec. 2-2 (Enactment of fees; establishment of
amount), along with Glendale City Code Chapter 20 (Library), the Library Usage Fees shall be as set forth
in Exhibit “A” attached hereto and incorporated herein by this reference.
SECTION 2. Fees adopted herein replace Library Usage Fees in Resolution No. 4598 adopted June
26, 2012.
SECTION 3. Items 1-5 in Exhibit A shall be effective immediately.
SECTION 4. Item 6-7 in Exhibit A shall be effective July 1, 2024.

EXHIBIT A
LIBRARY USAGE FEE SCHEDULE
Library Cards and Overdue Items
1. There shall be no fee for obtaining a library card or card replacement.
2. There shall be no daily fines assessed on overdue items.
Damaged, Lost, or Unreturned Materials
3. Fees for damaged, lost or unreturned materials shall be established administratively but shall
not generate a financial gain.
Consumable Items
4. Fees for consumable items or program materials may be established administratively but
shall not generate a financial gain.
Registration-Based Meeting Room Program Fees
5. There shall be no program fee for meeting room usage for city events or activities.
6. There shall be no program fee for meeting room usage that occurs exclusively during
operating hours.
7. Program fees for meeting room usage where any part of the reservation occurs outside
normal operating hours are based on square feet of rental space plus an additional $50 per
hour for staffing and shall be assessed as follows:
