RESOLUTION NO. R24-27 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING THE PLACEMENT OF THREE (3) RECOGNITION PLAQUES IN THE HEART OF GLENDALE NEIGHBORHOOD COMMEMORATING GLENDALE’S HISPANIC HERITAGE AND COMMUNITY IMPORTANCE. WHEREAS, the City of Glendale is a community that celebrates its history and the rich past that is incorporated in the fabric of the City and provides a link to the community’s heritage and history; and WHEREAS, the Heart of Glendale neighborhood is a City of Glendale Registered Neighborhood. It is a locally historic area important to Glendale’s early history that does not meet formal historic district Federal guidelines; and WHEREAS, the Heart of Glendale neighborhood recognition bronze plaques are to commemorate Glendale’s Hispanic heritage and past community members contribution to the downtown area and the city in general; and WHEREAS, through various meetings between late 2016 and mid-2019, both Glendale Planning staff and the Historic Preservation Commission took steps to move the project forward, including reviewing bronze plaque options and discussing the likely locations for the plaques; and WHEREAS, Planning staff conducted two neighborhood meetings to receive citizen input and feedback for the project, and the meetings were conducted on November 2, 2022, and August 2, 2023; and WHEREAS, at the October 19, 2023, Historic Preservation Commission meeting, the Historic Preservation Commission unanimously approved and finalized the language for each plaque; and WHEREAS, at the scheduled December 11, 2023, public hearing meeting, the Parks and Recreation Advisory Commission unanimously approved the proposed plaque at Barrio Park; and WHEREAS, at the January 23, 2024, City Council Workshop, City Council directed staff to continue forward with this project and to present it as a Resolution item at a future regular City Council public hearing meeting. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. The Council authorizes the City Manager or his designee to install the plaques in the respective locations described in the staff report, specifically the “Cerreta’s Plaque,” anticipated to be installed south of the southeast corner of Glendale Avenue and 54th Avenue along the sidewalk/landscape area (within City right-of-way), the “Our Lady of Guadalupe Church Plaque” on the façade of the church building located south of the southeast corner of Lamar Road and 55th Avenue, and the “Barrio Park Plaque” at Barrio Park on the southeast corner of Ocotillo Road and 54th Avenue.
