Chairman Sellers opened the meeting and asked the Clerk to call the roll.
BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in an Informal Session at 
9:30 AM on Monday, June 24, 2024, in the Supervisors’ Auditorium, 205 W Jefferson, Phoenix, AZ 
85003, with the following members present:  Jack Sellers, Chairman, District 1;  Thomas Galvin, Vice 
Chairman, District 2;  Bill Gates, Supervisor, District 3;  Clint Hickman, Supervisor, District 4 (entered 
meeting late);  Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, Clerk; Kelly Gardiner, 
Minutes Coordinator (remote); Jen Pokorski, County Manager; Brooke Worcester, Legal Counsel.
Chairman Sellers gave a brief overview of how the two meetings ahead would progress. He 
said the Informal meeting would be presentations of the 2025 Budget followed by a Special 
meeting that would include the actions to adopt the 2025 Budgets.
ACTION
1.
BYLAWS FOR THE PUBLIC SAFETY FUNDING COMMITTEE
Approve the Bylaws for the Public Safety Funding Committee, to become effective upon Board 
approval. (C-06-25-737-X-00)
Motion to approve by Supervisor Thomas Galvin, seconded by Supervisor Bill Gates
Ayes: Jack Sellers, Thomas Galvin, Bill Gates, Clint Hickman, Steve Gallardo
2.
RESIGNATION FROM AND APPOINTMENT TO THE PUBLIC SAFETY FUNDING 
COMMITTEE
Accept the resignation of Heather Carter from the Public Safety Funding Committee, 
representing Supervisorial District 1. The resignation is effective as of April 25, 2024.
Approve the appointment of Kevin Robinson to the Public Safety Funding Committee, 
representing Supervisorial District 1. The term of service is effective as of Board approval, to 
complete the term of resigned member Heather Carter. (C-06-24-727-X-00)

Chairman Sellers said he was very appreciative of Mr. Robinson’s willingness to serve on this 
committee.
Chairman Sellers asked Mike McGee, Kirstin Prindle, and Jim Rounds to come forward for the 
presentation.

PRESENTATION AND PUBLIC HEARING ON THE MARICOPA COUNTY FY 2025 
BUDGET
Presentation regarding the Maricopa County Budget for FY 2025
Mike McGee, Chief Financial Officer
Kirstin Prindle, Deputy Budget Director
Jim Rounds, Rounds Consulting Group
Convene a public hearing to hear taxpayers who may wish to comment on the FY 2025 
Tentative Budget which was adopted on May 20, 2024, the proposed tax levy, and on any 
proposed changes to the Tentative Budget. See A.R.S. §§ 42-17104 and 42-17107.
This budget represents no change in total from the Tentative Budget of $3,872,283,672. (C-
18-24-151-X-00)
Mike McGee, Maricopa County Chief Financial Officer, began the presentation. He thanked the 
Board for the opportunity to present the Maricopa County FY2025 Budget.
  
Kirstin Prindle, Deputy Budget Director, reviewed some of the changes as seen on the slide 
and she talked about the shifts in Capital funds, Contingency funds, and the Department 
Appropriations Fund.

Ms. Prindle talked about the overall decrease of 11% in the budget from FY2024 to FY2025.  
She said this was in large part due to the decrease in one-time spending for Pension paydown 
and the spend-down of the ARPA funding. 
Ms. Prindle said the information on the above slide was compiled with assistance from Jim 
Rounds. The slide showed cost per person comparisons of spending in other large counties.

Mr. McGee talked about the property tax reductions, as illustrated on the bar graph above. He 
noted the County primary property tax rates have dropped to 1.16 per $100 per assessed 
valuation, representing a 17% reduction since FY2021.
Mr. McGee said the primary property tax levy is operating well below the amount allowable by 
law. This has been the trend over the last several years.

Mr. McGee reviewed the slide above, saying Maricopa County has the most conservative 
growth compared to other large counties across the country. Levy growth is due, in part, to 
construction in this time frame.
Mr. McGee said the above graph illustrates that the County has kept the Full Time Employee 
(FTE) rate consistent with population growth. He said this demonstrates efficiencies in the 
operations of Maricopa County.

The slide above highlighted the low ratio relative to other counties.
Supervisor Hickman asked about other services (Fire for example) in large counties like Los 
Angeles where those services are included in the budget and impact their ratios. Ms. Prindle 
confirmed Maricopa County has separate jurisdictional fire, and school districts that are 
independent of the county, making the government structure a little different. 
Jim Rounds, Rounds Consulting Group, is a public policy advisor to the Legislature, among 
other jurisdictions in the state. 
Mr. Rounds said Maricopa County has had the most conservative, responsible budget in any 
government entity that he has seen. He said the County is often looked at in conjunction with

the state. He noted the County budget has kept up with the growth and added that if the 
strategies used by Maricopa County could have been applied to state strategies, there would 
not be the huge deficit that the state is experiencing. Maricopa County has done well, and he 
said it can be attributed to a variety of strategies that were implemented. Mr. Rounds said 
Maricopa County will be able to weather the next downturn better than most.
Supervisor Hickman asked about other Counties, their expenditure limits and has Mr. Rounds 
advised them in the same way. Mr. Rounds said his group has worked with most all Counties 
but is usually brought in for “special projects” rather than ongoing support. He said Maricopa 
County looks out for the taxpayer.
Mr. McGee thanked Mr. Rounds for the assistance with the budget development and because 
of the guidance provided, the County is in a good position going forward.
Mr. McGee talked about the highlights of this budget and the next step in the budget process 
as seen on the slide above.

Chairman Sellers recessed the Board of Supervisors to convene as the Board of Directors of various special 
districts.

Monday, June 24, 2024, in the Supervisors’ Auditorium, 205 W Jefferson, Phoenix, AZ 85003, with the

Improvement Districts Tentative Budgets which were adopted May 20, 2024, or on any 
proposed changes. See A.R.S. §§ 48-954 and 42-17104. (C-18-24-145-X-00)
No presentation and no changes to the Tentative Budget No action was taken.

Convene a public hearing to hear taxpayers who may wish to comment on the FY 2025 Flood 
Control District Tentative Budget which was adopted on May 20, 2024, the proposed tax levy, 
or on any proposed changes to the Tentative budget. See A.R.S. § 48-254.
The budget of $103,589,934 represents no change from the Tentative budget. (C-18-24-149-

Ms. Prindle said there were no changes to the Flood Control District Tentative Budget. She 
reminded the Board of the proposed tax rate of .1470 results in a property tax levy of $72.9 
million.

Ms. Prindle said there were no changes to the Library District Tentative Budget. She said the 
proposed tax rate of .0470 results in a property tax levy of $27.4 million.

Chairman Sellers asked the Clerk if there were any speaker slips for these items. 
Merissa Hamilton, resident, thanked the Board for the presentation. She commented on the 
levy and acknowledged that it has stayed below the legal limit. Ms. Hamilton talked about the 
Full Time Employee (FTE) rate increase since 2020 and the impact on the retirement fund. 
She also commented on the County Recorder budget increase since 2020 and stated that 
dissatisfaction from the voters of the Election experience in 2022. She referenced a handout 
that she gave the Board. Ms. Hamilton said she was concerned there would not be enough 
Vote Centers on Election Day.
