TRANSIT SERVICES AMENDMENT
BETWEEN
THE CITY OF GLENDALE
AND
THE REGIONAL PUBLIC TRANSPORTATION AUTHORITY
Contract # 133-75-2025-11-00
THIS AMENDMENT dated this 1st day of July, 2024, amends the following items of the
Transit Services Agreement Contract #133-75-2024 entered into between the City of Glendale and
the Regional Public Transportation Authority, dated the 1st day of July 2013 as amended July 1,
2014, July 1, 2015, July 1, 2016, July 1, 2017, July 1, 2018, July 1, 2019, July 1, 2020, July 1,
2021, July 1, 2022, and July 1, 2023.
The following Sections of the Agreement dated July 1, 2013, are hereby amended to
include:
SECTION 2.  SCOPE OF AGREEMENT
During the term of this agreement, RPTA shall provide the following services;
Pilot RideChoice Program:
20 Trips per month per individual
50 Trips per month per individual for work, school, and medical
400 miles per month per individual – City approval required
This provision shall provide all aspects necessary for demand response transportation
services as a supplement to the existing ADA paratransit regional service for trips that have
origin or destinations outside of Glendale City Boundary.
The following Schedules replace and supersede those Schedules of the Agreement entered
into July 1, 2023.
The attached Schedule A replaces and Supersedes Schedule A entered into July 1, 2023.
The attached Schedule C replaces and Supersedes Schedule C entered into July 1, 2023.
The attached Schedule E replaces and Supersedes Schedule E entered into July 1, 2023.
The following Schedule is added to the agreement entered into July 1, 2013, as amended;

All other terms of the Parties Transit Services Agreement dated July 1, 2013, as amended,
remain unchanged and in full force and effect.

SCHEDULE “A” - REGIONALLY FUNDED FIXED ROUTE BUS SERVICE
Sources of Project Operating Budget
Regionally Funded Fixed Route Bus Service $7,494,218
(including express)
The above line represents the value of transit service paid for by the RPTA to the benefit of the City
of Glendale. The calculation to derive this figure is daily revenue miles of service x number of service
days x cost per revenue mile of service.

SCHEDULE “C” – REGIONAL PARATRANSIT SERVICE COST ESTIMATE
The City of Glendale will be implementing a 1-year pilot of the RideChoice Program.  On page 4
(Schedule C), Glendale requested that RPTA reduce the number of Paratransit Trips from 24,035
to 16,103, with an estimated cost of approximately $1.2M.
For the period from July 1, 2024 through June 30, 2025, the City of Glendale will pay the
Regional Public Transportation Authority a total of $1,200,000 for the provision of paratransit
services. This payment will be broken into monthly installments of $100,000.00, which shall be
due and payable within thirty (30) calendar days of the receipt of an invoice from RPTA. IGA
billings will be processed for the full fiscal year based on the above referenced installments. A
final invoice will occur once the final recon has been completed after our year end close. This
final invoice and payment may be adjusted based on the extent to which the actual cost of service
is higher than the budget amount for service.

SCHEDULE “D” – RIDE CHOICE
Upon implementation of a 1-year pilot RideChoice Program. Glendale projects the number of
trips at 9,700, with an estimated cost of $438,000. 
For the period from July 1, 2024 through June 30, 2025, the City of Glendale will pay the
Regional Public Transportation Authority a total of $438,000.00 for the provision of ridechoice
services. This payment will be broken into monthly installments of $36,500.00, which shall be
due and payable within thirty (30) calendar days of the receipt of an invoice from RPTA. IGA
billings will be processed for the full fiscal year based on the above referenced installments. A
final invoice will occur once the final recon has been completed after our year end close. This
final invoice and payment may be adjusted based on the extent to which the actual cost of service
is higher than the budget amount for service.

SCHEDULE “E” – AMERICANS WITH DISABILITIES ACT (ADA) – PUBLIC
TRANSPORTATION FUNDS (PTF) AVAILABILITY
For the period July 1, 2024 to June 30, 2025 the maximum amount of Public
Transportation Funds (PTF) available for the City of Glendale is $903,143.00. The PTF will pay
actual costs for ADA trips and other requests for Paratransit service made by ADA certified
Riders up to the maximum amount. A final reconciliation at fiscal year-end will be performed
and adjustments, if necessary, will be made using actual ADA eligible costs.
Any remaining ADA PTF funds not used up to the maximum reimbursements may be
requested by City for other ADA certified rider eligible expenses and certified by the City’s chief
financial officer or designee. RPTA will reimburse City within thirty (30) business days based
upon availability of funds. City may request that reimbursements be made electronically. Wire
transfers must be pre-arranged through the RPTA Finance Department.
