RESOLUTION NO. R24-66 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, ADJUSTING SOLID WASTE FEES PURSUANT TO GLENDALE CITY CODE; AND SETTING FORTH EFFECTIVE DATES. WHEREAS, rate adjustments are necessary to provide the City with adequate financial resources to maintain uninterrupted solid waste collections and management services, provide high-quality customer service to Glendale residents, and to remain in compliance with federal, state and local regulations; and WHEREAS, the Field Operations Department is continuously reviewing rates and fees to ensure timely replacement of equipment and adequate staffing; WHEREAS, the fuel surcharge for residential and commercial customers was evaluated and implemented on September 1, 2022; and WHEREAS, as the financial analysis presented to City Council on April 4, 2024 demonstrated, unforeseen, drastic increases in fuel prices have occurred recently, which has caused the City to exceed its expenditure forecasts. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. A temporary fuel surcharge is necessary to offset increased costs of ongoing operations, equipment and regulatory compliance for the City’s Solid Waste program. SECTION 2. That pursuant to the Glendale City Code, Chapter 18, Article IV, Section 18-141, a schedule of solid waste services and fees shall be established by resolution by the City Council; and SECTION 3. That beginning on July 1, 2024, a fuel surcharge of $0.91 per month will be applied to all Solid Waste residential accounts, and SECTION 4. That the fuel surcharge remains in effect until June 30, 2025 and will be re- evaluated on a year-to-year basis; and SECTION 5. Front-load rates and Commercial fees will increase by 3%, the Roll Off pull charge rate will increase to $276, and the disposal rate per ton will be $33 for commercial accounts.
