MOU with 56 Security Forces Squadron

MEMORANDUM OF UNDERSTANDING 
BETWEEN 
56 SECURITY FORCES SQUADRON (SFS), (AETC) 
LUKE AIR FORCE BASE, ARIZONA 
 
AND 
GLENDALE POLICE DEPARTMENT (GPD) 
FOR 
 
FORCE PROTECTION CONDITION SUPPORT & LAW ENFORCEMENT SUPPORT

1. PURPOSE:  This Memorandum of Understanding (MOU) outlines cooperation between the 
56th Security Forces Squadron (56 SFS), Luke AFB, and Glendale Police Department (GPD), 
herein after referred to as the parties. This MOU is intended to formalize the provision of 
response assistance and the sharing of information concerning known or potentially known 
criminal or terrorist activities against Luke AFB, and the surrounding communities that border 
the installation. This MOU outlines responsibilities required to support criminal history and 
National Instant Criminal Background Check System (NICS) indexing. 
 
2. AUTHORITY: DoDI 4000.19, Support Agreements, and DoDI 5200.08, Security of DoD 
Installations and Resources and the DoD Physical Security Review Board (PSRB)

4. GENERAL: 
 
4.1. SCOPE: This MOU does not create additional jurisdiction or limit or modify existing 
jurisdiction vested in the parties. This MOU is only intended to provide guidance and document 
an agreement for general support between the parties. 
 
4.2. AGREEMENT AND ADMINISTRATION: This MOU provides documentation for support 
between the parties to outline response procedures for the installation and surrounding 
communities. If either party requests termination of this agreement, it will be terminated 30 days 
after that party provides written notification of termination to the other party. This MOU will be 
updated or revised as needed. At a minimum, this MOU will be reviewed annually by both parties 
on or before the anniversary effective date of the original agreement. 
 
4.2.1. The parties will determine the frequency of coordination, but it is recommended the 
parties meet annually to review current trends and to discuss matters related to this agreement 
or to provide familiarization between units. The 56 SFS is the lead to coordinate and document 
the meetings between both parties’ operational staff.

5. RESPONSIBILITIES: 
 
5.1. FINANCIAL MANAGEMENT: 
 
5.1.1. 56 SFS will not expend any additional funds in support of this MOU. 
 
5.1.2. GPD will not expend any additional funds in support of this MOU. 
 
5.2. LOGISTICAL SUPPORT: 
 
5.2.1. PLANS:  There will be no additional plans obligations or responsibilities not expressly 
contained in to accompany this MOU. 
 
5.3. MAINTENANCE:  All agencies will be responsible for maintenance of their equipment. 
 
5.4. SUPPLY:  All agencies will be responsible for any supplies they may require. 
 
5.5. TRANSPORTATION:  All agencies will be responsible for their own transportation. 
 
5.6. CONTRACTING:  There will be no contracting support required for this MOU.  
 
6. OPERATIONAL SUPPORT: 
 
6.1. GPD may be requested to provide law enforcement assistance for a crowd confrontation 
team, civil disturbances, law enforcement emergencies, large protest demonstrations, aircraft 
disasters, boating or watercraft disasters, fires, hurricanes, tornadoes or other weather related 
crisis, sporting events, concerts, parades, escapes from detention facilities, and incidents 
requiring utilization of specialized units capable of responding within two hours to assist with 
public disturbances beyond the control of 56 SFS. 
 
6.2. GPD agrees to notify 56 SFS, whenever information of a criminal nature or of intelligence 
value is developed that could affect any mission or personnel within Luke AFB. 56 SFS agrees 
to protect information received from GPD, in accordance with established Department of 
Defense (DoD) policy and guidance, or as required by GPD policy and guidance, to prevent the 
compromise of ongoing investigations or operations. 
 
6.3. GPD will aid the 56 SFS, upon request, by deploying patrols or other available GPD assets 
as deemed appropriate, during situations requiring immediate law enforcement support (such as 
active shooters, domestic violence, hostage negotiators or other situations where loss of life is 
imminent), aiding in criminal investigations, assisting in traffic control, and sharing 
information. 
 
6.4. GPD will aid the 56 SFS, upon request, when a UAS incursion is detected. This includes 
assistance, response, detection, detain, and investigating UAS operators that commit 
installation incursions or operate a UAS in DoD restricted airspace. GPD agrees to cooperate 
with and share information in investigations between local and federal agencies.

6.5. GPD agrees to cooperate with and share information to facilitate fulfillment of criminal 
indexing requirements, even when they assume lead agency or accept an investigative referral 
from Luke Air Force Base. The parties agree that SF must still collect required information for 
SF to accomplish NICS indexing, if one of the prohibitions are met in accordance with Title 18 
United States Code Section 922, Unlawful Acts (also cited as the Brady Handgun Violence 
Prevention Act of 1993, or Brady Act) and Air Force Manual (AFMAN) 71-102. 
 
6.6. GPD agrees to assist 56 SFS, upon request, for the purpose of acting as a liaison to the off-
base community for conducting investigations.  
 
6.7. GPD agrees to support 56 SFS, upon request, with traffic and crowd control support in 
areas immediately adjacent to the installation during events such as Air Shows, the 4th of July, 
or other events which could have an impact on city traffic flow. Parties expressly acknowledge 
support described in this paragraph does not create an obligation of Federally appropriated 
funds.  
 
6.8. 56 SFS agrees to support GPD, with SF personnel during off-installation events such as 
Founder’s Day. Support could consist of stand-by SF personnel to assume control or take 
custody of military offenders. Installation mission requirements will take precedence over 
providing SF personnel for off-installation support. 
 
6.9. The parties agree to share information relative to Community Policing and Crime 
Prevention. All parties agree to support policing activities with manning assistance, if possible, 
for events including, but not limited to, National Night Out, National Police Week, Crime 
Prevention, and other events. 
 
6.10. 56 SFS agrees to support GPD with 56 SFS patrol escorts when serving warrants and 
subpoenas within Luke AFB and will follow 56 FW policy and guidance in doing so and 
consult with the 56 FW Judge Advocate when necessary. 
 
6.11. 56 SFS agrees to provide GPD with training support such as instructors, facilities, and 
materials consistent with Air Force and GPD policy and guidance. Training will be coordinated 
and agreed upon in advance by all parties involved. Installation mission requirements will take 
precedence over all other training. 
 
6.12. 56 SFS agrees to appoint a 56 SFS representative from the S2 Intelligence and 
Investigations, and a Threat Liaison Officer (TLO). Representatives will liaise with GPD 
consistent with the operational support of this MOU. 
 
6.13. 56 SFS agrees to invite GPD to participate in active shooter and other emergency 
response exercises. 
 
7. COMMAND AND CONTROL:

7.1. The parties responding assets agree to be organized under the Incident Command System 
as a Unified Command. 
 
7.2. The 56 SFS will maintain Incident Command and overall management responsibility for 
all incidents on Luke AFB, with the 56 SFS Incident Commander (IC) having command and 
control of the incident and all first responders to ensure common goals and objectives, joint 
planning, integrated tactical operations, and maximization of all resources under a Unified 
Command response structure. 
 
7.3. GPD agrees, when providing personnel to support an incident within Luke AFB, to provide 
a representative to assist the 56 SFS IC at the Incident Command Post. The representative will 
serve as the Liaison Officer between the parties and between GPD and the 56 SFS. The Liaison 
Officer will inform the 56 SFS IC of the capabilities and/or limitations of all assisting and 
responding GPD resources. 
 
7.4. Direct supervision and management of responding GPD resources will remain with GPD in 
accordance with departmental structure and/or policies.

9. EFFECTIVE DATE:  This MOU takes effect beginning on the day after the last party signs. 
 
10. DISPUTES:  Any disputes relating to this MOU will, subject to any applicable law, 
Executive order, directive, or instruction, be resolved by consultation between the parties. 
 
11. TERMINATION OF UNDERSTANDING:  This MOU may be terminated in writing at 
will by either Party. 
 
12. TRANSFERABILITY:  This MOU is not transferable except with the written consent of the 
Parties. 
 
13. ENTIRE UNDERSTANDING:  It is expressly understood and agreed that this MOU 
embodies the entire understanding between the Parties regarding the MOU’s subject matter.

14. CANCELLATION OF PREVIOUS MOU:  This MOU cancels and supersedes the 
previously signed MOU between the same parties with the effective date of 29 Mar 2012.  
15. EXPIRATION DATE:  This MOU expires nine (9) years from the effective date.
