A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
AUTHORIZING AND DIRECTING THE ENTERING INTO OF 
AN AGREEMENT TO SHARE COSTS FOR THE FEASIBILITY 
STUDIES AND TESTING OF THE 91ST AVENUE ADVANCED 
WATER PURIFICATION FACILITY WITH THE CITY OF 
PHOENIX 
AND 
OTHER 
VARIOUS 
PARTICIPATING 
ENTITIES IN AN AMOUNT NOT TO EXCEED $195,240. 
 
 
WHEREAS, the City of Glendale and other municipalities in this agreement provide clean, 
safe, and reliable water to their customers in Arizona and have long recognized the importance of 
having strong water supplies and have been planning accordingly due to the ongoing drought of 
the Colorado River; and 
 
WHEREAS, the City along with other participating entities has supported and complied 
with Arizona’s innovative groundwater management laws, which focus on water conservation and 
reducing water usage, and has also supported the State’s Assured Water Supply program ensuring 
a 100-year water supply for residents, and economic development; and 
 
WHEREAS, despite ongoing water conservation efforts to decrease the CAP supply during 
drought conditions in the Colorado River Basin, the City, and other municipalities recognize that 
one of the most significant and reliable water supplies readily available in the State is uncommitted 
wastewater and advanced water purification technology and current regulations now allow this 
water to be treated for safe direct use; and 
 
WHEREAS, the 91st Avenue Wastewater Treatment Plant is the largest wastewater 
treatment plant in the State. It is owned by the Cities of Glendale, Mesa, Phoenix, Scottsdale, and 
Tempe and currently produces significant supplies of uncommitted wastewater that can be used as 
an advanced water purification facility (AWPF), and other cities may benefit through AWPF 
exchange; contractual arrangements, and other water management tools; and 
 
WHEREAS, the City and participating entities have previously entered a non-binding 
Memorandum of Understanding to Investigate a Regional Advanced Water Purification Study, 
dated November 27, 2023, and now wish to terminate that Memorandum and enter into a binding 
agreement that will advance the design, construction, and governance of a multi-party AWPF to 
produce water that meets all relevant regulatory requirements and can be safely introduced directly 
into potable water systems.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That it is deemed in the best interest of the City of Glendale and the citizens 
thereof for the City of Glendale to enter into the Agreement with the City of Phoenix and Arizona 
cities of Mesa, Scottsdale, Town of Gilbert, and EPCOR Water Arizona, Inc. to share costs for the 
feasibility studies and testing of the 91st avenue advanced water purification facility where the 
cities agree to contribute funding towards the estimated project cost of $3,000,000 through June 
30, 2025. The City of Glendale’s portion is in an amount not to exceed $195,240. 
 
SECTION 2.  That the City Manager or designee and the City Clerk are authorized and 
directed to execute and deliver any and all documents necessary to effectuate said Agreement on 
behalf of the City of Glendale. 
 
PASSED, ADOPTED AND APPROVED by the Mayor and Council of the City of
