C OMPLETION OF THE FOLLOWING IS NECESSARY FOR FINAL REPORT APPROVAL.
The Citizen Participation Final Report was prepared in accordance with the City of Glendale
Citizen Participation Ordinance (CPO). As prepared, the Final Report meets the City’s CPO
requirements and the recommended notification area as identified by the Planning Department.

CONCERNS, ISSUES, PROBLEMS EXPRESSED
1st Neighborhood meeting:
There were only six neighbors in attendance at the neighborhood meeting. Alex Lerma, Senior
Planner, and Vice Mayor Clark also attended the meeting. Taylor Earl, Attorney representing the
property owners, Ricardo Toris, from the development team, Nick Davis and Jenifer Davis Lunt
representing the property owners, and Steve Love, RV consultant also attended the meeting. See
attached 1st Neighborhood Meeting Sign-In sheet.
Mr. Taylor Earl, the attorney representing the property owners, opened the neighborhood meeting
with an introduction of the team members then followed with a PowerPoint presentation. The
presentation was given in an informal manner, more like a conversation, allowing attendees the
opportunity to ask questions throughout the presentation. Mr. Earl provided an overview of the
proposal, location of the request, discussed the conceptual site plan, access to the property and
case related items. After the presentation, Mr. Earl opened up the floor to questions and answers.
Presentation boards were available for those in attendance to review the site plan, renderings and
exhibits in more detail.
Below is a summary of the questions received and responses provided during and following the
presentation. Responses were provided by Mr. Earl and Mr. Toris.

Is there only one entrance proposed?
on 83rd?
Yes, the main project entrance is from 83rd Avenue.
This single entry/exit access is designed as an
enhanced entrance to create a sense of arrival to
the RV resort. The single access also functions as a
way to monitor guest entering and exiting the

property.
Is there an emergency entry/exit?
Yes, an emergency only entry/exit is proposed at the
northeast corner of the site adjacent to Glendale
Avenue.
With the water shortage, is the city
allowing grass to be planted?
The Design Review application has not been
submitted yet. The design and type of landscaping
will be determined with the Design Review
application review.
Where is the refuse/trash dumpsters
located? Would like to know where the
refuge/trash dumpsters are located.
Would suggest keeping it away from the
neighbors.
This application is a land use application, and the
exact location of the refuse/trash dumpsters has not
been determined yet. The refuse/trash dumpster’s
location(s) will be shown on the Site Plan Design
Review for the City’s review. As suggested, we will
look at placing the refuse/trash
dumpsters away from the neighbors where possible.
Comment: It was suggested that some
RV parks have management pick up
trash. RVers put trash at the front of
their space and
management picks up.
Good comment. Because of the short-term stay
nature, the resort will have several strategically
located refuse bins throughout the community for
the guests to place their refuse in.
Where is the sewage dump station
located? Concerned with potential
spillage.
The current concept is to have individual sewer
connection available for each RV space. The exact
location of the sewage connection for each space
has not been determined yet. The sewage
connection locations will be shown on the Site Plan
with the Design Review application for the City’s
review.
Who will manage the RV resort? Is it a
national chain? That would be better.
A third-party management group will manage the
resort community. The actual management entity has
not been selected yet.
Who is being considered for
management of the RV resort?
A third-party management group will manage the
resort community. The actual management entity

What makes this luxury? Luxury means
gated community. The gate has to stay
and must be functional at all times.
The type and number of amenities, the site layout
and enhanced design, and the perimeter treatments
are all part of what will make this a luxury RV
Resort. A main project entry gate to the
RV Resort community is part of the overall concept for
security and exclusivity.
What is the length of stay?
The rental fee structure is set up for daily, weekly,
and monthly. The rent structure is set up such that
guests cannot get discounts if they stay on a multi-
month rate because it will not be offered. More
expensive daily and weekly rates during peak times
will be proposed. A monthly rate that fluctuates
depending on the season is proposed and will never
offer a multi-month discounted rate. This is how
high-end resorts and hotels control length of stay.
The intent is to not allow long-term rental of spaces
within the RV resort. Long-term stays can be

accommodated next door at the mobile home park.
What sizes are the spaces?
The Site will provide three different space types. The
Pull-Thru Sites will be 12’ wide and 60’ or 55’ feet in
length. The Back-in sites will be 12’ wide and
60’ or 45’ feet in length. The Van sites will be 12’ wide
and 30’ in length.
Will there be an application process to
reserve a space?
Yes. All reservations and applications must be done
on-line. If they call or arrive without notice they will
be instructed to make their reservation online and
agree/sign off on all applicable reservation
documents/agreements.
Will there be background check?
Yes, for 30 days or more. The ownership has found
this as a standard for most AZ RV resorts.
A comment was made about safety for
surrounding residential.
The property owners want to be good neighbors.
Safety and security are important for their guests.
The RV Park will have rules and regulations that
must be adhered to by all guests. The property
will provide an 8’ high walls along the south, east
and north property lines. Safety from a traffic point
is very important for guests to be able to enter/exit
the property. The design of the entry/exit driveway
will be reviewed and approved by the City. 83rd
Avenue is the only entry/exit driveway to the
property, except for the emergency access on
Glendale Avenue. We do not anticipate safety
concerns coming from this RV resort to the
surrounding residential. These two uses should
be able to coexist together.
A comment was made that Encore is
one company that does RV
memberships.
The property ownership will look into the company.
A comment was made that La Mesa RV
gets calls all the time from RVers asking
where they can go to stay that's close to
the Stadium.
We understand why La Mesa RV is getting these
calls and that’s exactly why the property ownership
believes this will be a great site for an RV Resort
community and for the City of Glendale. There are
many new entertainment facilities in the area which is
why we believe tourism and RV guests will want
to come to this RV Resort and this area of the City.
Council Member Clark is concerned
with the density. Way too dense for
being a luxury RV resort.
This RV resort is not dense. This community was
designed with a significant clubhouse, open space
and amenities. The RV spaces were designed to
provide sufficient open space between RV spaces to
allow for individual separation.
Each RV space will include:
A RV parking area.
30/50-amp hook-ups.
An approximate 12’ wide by 20’ concrete pad for
private individual guest use.
An approximate 12’ wide by 20’ turf area for private

individual guest use.
Smaller Van spaces will include approximately 200
square feet of patio and grass area.
A minimum of 1 tree per space.
A sewer connection.
What Amenities
are
proposed?
Specific package? amp hookups? etc.
The
high-end
clubhouse
includes
a
living
room/seating/gathering area, a small convenient
market for guest to purchase small necessities,
office space, fitness center, community kitchen for
gathering, seating area with large screen TV with the
ability to stream old and new movies, activity and
game rooms, laundry stations, showers/restrooms
facilities.
The level of quality for the clubhouse is proposed as
shown in the below representative example pulled
from another RV Resort.

Clubhouse area.
The clubhouse area also includes a large resort
style swimming pool with seating, BBQ, ramada and
lounging area, tot lot, pickleball court, putting green,
horseshoe pits, bocci court, dog-parks and
grassed activity area with seating.
Councilmember Clark says she's going
to hold us to a higher standard.
We believe we are providing a higher standard
already. The ownership’s vision for this RV
community is to provide a unique RV Resort
community with a high-quality Clubhouse and
amenities.
Are there extra parking spaces?
Yes.
A comment was made that 45 feet long
is the maximum length/cap by federal
law.
No response needed.
Is there enough space between units?
Yes. As mentioned, to provide an enjoyable RV
space, each RV space will include:
A RV parking area.
30/50-amp hook-ups.
An approximate 12’ wide by 20’ concrete pad for
private individual guest use.

individual guest use.
Smaller Van spaces will include approximately 200

A comment was made that there are no
commercial uses in this part of
Glendale. This is not residential.
There is existing and/or planned commercial on all
four corners of 83rd Avenue and Glendale
intersection.
Furthermore,
there
is
a
lot
of
restaurants, entertainment, and shopping
approximately 1-1/2 mile to the west.
Neighbors Frank and Cheryl both stated
they would prefer RV versus multifamily.
Appreciate the comment.
Councilmember Clark wants the wall
along southside to be 8 feet high.
Per Vice Mayor’s request – An 8-feet high wall is n
ow being proposed along the south, north and east
property lines. Additionally, a row of columnar ficus is
proposed to be installed along the west and south
property lines to provide landscape
screening and buffer to the adjacent residents to the
south and west.
Question was asked about lighting.
All lighting will confirm to the City’s lighting
requirements.
A question was asked about noise-quiet
hours.
The property owners will create and provide the
guests with rules and regulations which must be
adhered to.
A question was asked whether the
community has a say in the matter.
Yes. This is a public hearing zoning process, and the
community has the right to voice their opinion,
provide input, make suggestions, provide support or
opposition. They have the right to attend the Public
Hearings and voice their opinion. The final
zoning action will be up to the City Council.
Comment was made by Steve Lanini,
adjacent business/property owner, that
he likes the fact
that this is local ownership and has
been a family ownership land.

Are there restrictions for entrance time?
Concerned about noise from trailers
backing up RV's?
Check in time will be posted on the Webpage. Most
RVers want to enter and set-up their RV during the
daylight hours. However, there may be unforeseen
instances where a guest may need to vary from the
normal check-in times.
A comment was made that RVers want
to get their and set up during the day?
No response needed.
Are there noise restriction hours? How
will those be imposed?
The property owners will create and provide the
guests with rules and regulations which must be
adhered to. Guests may contact the property
management team if there are any noise concerns.
Will there be someone available on site
24 hours?
An on-site manager will be on-site during normal
business hours Monday-Friday. And limited hours on
the weekends. Guests will always have the option to
contact the property management team
with any concerns. The property management team

will be accessible 24/7.
What's the benefit to the Community?
There are many benefits to the Community. There is
no RV Resort in this area. We are being told RVers
want to be by the Stadium, the nearby Baseball
parks, the Casino and many of the other nearby
entertainment facilities in this part of the City and
valley. This RV Resort property provides a unique
benefit for those looking for an upscale RV resort
community. There is a demand and there are no RV
resorts like this in this area. This is a market that has
not been tapped into yet in this part of the City.
Guests/Renters will also bring expendable income to
the area and use the nearby restaurants, shopping
area, Casino, and attend the many sporting events in
the area. All of this
creating tax revenue for the City-And therefore
creating a benefit to the community.
Council Member does not object to the
RV, but it's going to hold our feet to the
fire for luxury.

Is there any restriction for the number of
kids?
No.
Council Member Clark advisable to hold
a second neighborhood meeting.

2nd Neighborhood meeting:
There was only one neighbor and one interested party in attendance at the neighborhood meeting.
Alex Lerma, Senior Planner, also attended the meeting. Taylor Earl, Attorney representing the
property owners, and Ricardo Toris, from the development team and the Property Owner also
attended the meeting. See attached 2nd Neighborhood Meeting Sign-In sheet.
The meeting was set up as an open house format to allow guests to view the exhibits up close and
to come and go as they wanted. Mr. Taylor Earl, the attorney representing the property owners,
and Ric Toris used presentation boards to inform attendees of the location and nature and
characteristics of the General Plan Amendment and rezoning proposal. The presentation was
given in an informal manner, more like a conversation, allowing attendees the opportunity to ask
questions throughout the individual presentation. Mr. Earl and Mr. Toris provided an overview of
the proposal, location of the request, discuss the conceptual site plan, access to the property and
case related items. They also provided an update on the zoning process since the 1st
neighborhood meeting.

susceptible to frost. Would like to make
sure there is in place a maintenance
agreement to maintain and replace
trees/scrubs that die.
Understood. Columnar Ficus provides a good solution
for screening. The owners are willing to evaluate
another species that provides similar screening. The
final selection and decision will be made during the
City’s Design Review process.
Would like to know where the

The property owners understand the neighborhood’s comments and wants to be good neighbors.
They also understand that there might be stipulations added and requirements which must be
adhered to.
As detailed above, the property owner and applicant have addressed each of the concerns raised
about the proposal in both neighborhood meetings.

Between November 7, 2022, and today’s date, July 15, 2024, there have been no other
concerns, issues or problems expressed by any of the participating individuals.
Should any adjacent property owners and/or other interested individuals raise any concern
between now and the hearings, the Project Team will make every effort to address those
concerns in the appropriate manner, such as but not limited to, personal visits, phone calls, or
other acceptable means. Members of the Project Team are committed to working with the City
of Glendale, surrounding neighbors, and any interested parties to ensure the compatibility and
success of this application.
This concludes the Citizen Participation Final Report for the proposed Glendale RV Resort
property located south of the southwest corner of Glendale Avenue and 83rd Avenue.
