for Shamrock Mobile Home Park Expansion
Application Nos.: GPA22-08 & ZON22-18
COMPLETION OF THE FOLLOWING IS NECESSARY FOR FINAL REPORT APPROVAL.
The Citizen Participation Final Report was prepared in accordance with the City of Glendale
Citizen Participation Ordinance (CPO). As prepared, the Final Report meets the City’s CPO
requirements and the recommended notification area as identified by the Planning Department.

CONCERNS, ISSUES, PROBLEMS EXPRESSED
1st Neighborhood meeting:
There were only three neighbors in attendance at the neighborhood meeting. Alex Lerma, Senior
Planner, also attended the meeting. Taylor Earl, Attorney representing the property owners, and
Ricardo Toris, from the development team also attended the meeting. See attached 1st
Neighborhood Meeting Sign-In sheet.
Mr. Taylor Earl, the attorney representing the property owners, used presentation boards to
inform attendees of the location and nature and characteristics of the General Plan Amendment
and rezoning proposals. The presentation was given in an informal manner, more like a
conversation, allowing attendees the opportunity to ask questions throughout the individual
presentation. Mr. Earl provided an overview of the proposal, location of the request, discussed
the conceptual site plan, access to the property and case related items.
Below is a summary of the questions received and responses provided during and following the
individual presentations. Responses were provided by Mr. Earl and Mr. Toris.

Comment: Neighbor stated that someone
from the MHP is jumping their wall and
stealing packages and jumping back to the
MHP.
Thank you for the comment. It was suggested that if
they see people hopping over the wall to steal
packages, they should call the police. Illegal activity
should always be reported to the police. Currently

this parcel is a vacant field and there are no “eyes
on the street” to view activities. The expansion will
allow new mobile homes on this vacant property
and therefore create people and “eyes” in the area.
These additional people help to create “eyes on the
street” which should help provide another level to
detour negative activity.
What is lease duration?
As to the new Mobile Home Park expansion
property, all leases will be for one year. As to the
existing Mobile Home Park, there are some leases
that are not one year, but as they come to be
renewed, they will be switched to one-year because
they have a Fanny Mae Loan, and everything must
be one-year.
Are there CC&Rs for the leaser?
CC&Rs do not apply to renters or leasers. CC&Rs
are restrictions that apply against the land for the
property owner. CC&Rs will be followed by the
property owner.
How are building violations handled?
The property owner and manager will be
responsible for making sure renters/leasers comply
with the MH Park rules and regulations. If there are
Building Code violations or property violations those
would be handled by the City of Glendale Code
Enforcement.
Comment: What assurances are there will
be less crime?
The property owner works closely with the Police
department to monitor and get reports of crime in
the area. It is important for the property owners to
have a safe community for their business. Criminal
activity within the MH park will not be tolerated.
This is bad for business and renters.
Are there leasing regulations? If so, what
are they.
Yes. A copy of the lease agreement can be
provided upon request.
How many existing spaces are there now?
Total
215 in the existing park.
How many vacant spaces?
Varies but currently have 15 vacant spaces.
Neighbor asked about tail water irrigation
channel. She said that this channel takes
water, excess water, from MH property to
KHOV development’s retention area. She
said the grate had been taken
away/removed.
We will go in and put the grate back in. Once the
MH Park expansion is developed, the MH Park
expansion property will retain its own water on-site.
So, there should not be a need for the cross
property retention and therefore this can be filled in.
How many people own their unit versus rent
their unit?
Everyone owns their unit except for the manager on
site. Renters cannot sublease their homes. The
park has final authority.
Does the existing MH Park have security
cameras on site?
Yes
Are the MHP property owners willing to add
cameras on western perimeter/new portion?
Yes, cameras will be added to the expansion area.
Is there an on-site security guard and do
they have an on-site security plan.
Yes, 75% of the time the security person is just
sitting there driving around making sure everything

is OK. It’s one of their biggest expenses. The other
25% of the time they have somebody who comes
and checks on the property. The property owners
can be responsive to anything that comes up. As
mentioned, the property owners get a security
report from the City Police department every month.
What’s the background policy?
There is some degree of background check. But the
federal government has given limitations on what
exactly they can ask for, but there are background
check.
How much does it cost to move a unit?
The cost to move a unit can range between $20,000
to $35,000 and this depends on the market demand
to move a unit. Because of associated moving
costs, there is a lot of longevity. It’s not cheap to
move their unit. In theory, when their lease comes
up, they could sell their unit and move on. With
everybody owning their unit people there are less
people moving in and out. Most of the park tenants
live in the community for five years or more.
This is sort of a move up alternative housing option
where somebody has been a renter and they want
to get into a new traditional single family ownership,
but they can't maybe or they don't want to go to that
full floor model.
What are the standards for units in the
leases.
Upon meeting all qualifications, all tenants must
sign a Mobile Home Space Rental Agreement and
the Shamrock Manufacturing Home Community
Rules and Regulations agreement before residing in
the Community. Shamrock Manufacturing Home
Community reserves the right to approve or reject a
manufacturing home because of its size, condition,
or appearance, so that the Community may
maintain its high standards. Not all mobile homes
will be allowed if they do not meet the Community
standards.
2nd Neighborhood meeting:
There was only one neighbor/interested party in attendance at the neighborhood meeting. Alex
Lerma, Senior Planner, also attended the meeting. Taylor Earl, Attorney representing the
property owners, and Ricardo Toris, from the development team and the Property Owner also
attended the meeting. See attached 2nd Neighborhood Meeting Sign-In sheet.
The meeting was set up as an open house format to allow guests to view the exhibits up close
and to come and go as they wanted. Mr. Taylor Earl, the attorney representing the property
owners, and Ric Toris used presentation boards to inform attendees of the location and nature
and characteristics of the rezoning proposal. The presentation was given in an informal manner,
more like a conversation, allowing attendees the opportunity to ask questions throughout the

individual presentation. Mr. Earl and Mr. Toris provided an overview of the proposal, location of
the request, discuss the conceptual site plan, access to the property and case related items.
They also provided an update on zoning process since the 1st neighborhood meeting.

What type of landscaping is proposed
along the perimeters?
A row of Columnar Ficus (or other species as approved by
the City of Glendale Planning Division) is proposed along
the west and south side of the property to provide a
screening buffer to the existing residential to the west and
south.
Comment was made that Ficus are
susceptible to frosting. Is there another
tree that can withstand the cold freezes.
Understood. Columnar Ficus provides a good solution for
screening. The owners are willing to evaluate another
species that provides similar screening. The final selection
and decision will be made during the City’s Design Review
process.
Comment was made that the existing
mobile Home Park does not appear to
have a lot of open space. Will the
expansion provide open space, and if so,
what kind of amenities?
Given that this is an expansion of the existing mobile home
park a portion of the open space percentage will be
accommodated within the existing mobile home park area.
As such, open space and amenities are being provided
within both the expansion area and the existing mobile home
park.
The new open space area and amenities will be both passive
and active. Amenities will include features such as a walking
path along the west property line of the expansion area,
benches and associated shade trees, BBQs, ramada with
seating, basketball court, dog park, a tot-lot area with usable
play equipment, and at least one large non-programmed turf
area that can accommodate a host of different activities.
Where would the water/drainage flow to? All drainage requirements will comply with the City of
Glendale requirements. The drainage is currently planned
as underground storage.
Where is the refuse/trash dumpsters
located? Would like to know where the
refuge/trash dumpsters are located.
Would suggest keeping it away from the
neighbors.
This application is a land use application, and the exact
location of the refuse/trash dumpsters has not been
determined yet. The refuse/trash dumpsters location(s) will
be shown on the Site Plan Design Review for the City’s
review. As suggested, we will look at placing the
refuse/trash dumpsters away from the neighbors where
possible.
How would you enter or access the
expansion site.
The main access is from the main existing mobile home
park entrance off Glendale Avenue. Internal street will
provide access to this portion of the mobile home park.
Would suggest that there be some
restrictions in the rental/lease
agreement. Regarding maintenance of
Individual spaces.
Prior to leasing a space each tenant/renter/leaser will be
required to execute a Mobile Home Space Rental
Agreement. As part of that agreement, they will also be
provided Rules and Regulations which must be adhered to

which include such items but not limited to rents,
maintenance, conduct etc.
Are there any limitations on how old a
mobile home can be to locate on the
site?
Yes. The moved or new homes must be 2000 or newer.
Shamrock Manufacturing Home Community reserves the
right to approve or reject a manufacturing home because of
its size, condition, or appearance, so that the Community
may maintain its high standards. Not all mobile homes will
be allowed if they do not meet the Community standards.
HOW CONCERNS WILL BE ADDRESSED?
As detailed above, the property owner and applicant have addressed each of the concerns
raised about the proposal in both neighborhood meetings.
CONCERNS APPLICANT IS UNWILLING TO ADDRESS
The property owners understand the neighborhood comments and wants to be good neighbors.
They also understand that there might be stipulations added and requirements which must be
adhered to.
As detailed above, the property owner and applicant have addressed each of the concerns
raised about the proposal in both neighborhood meetings.
HOW THE PROPOSAL HAS BEEN REVISED TO ADDRESS CONCERNS
As detailed above, the property owner and applicant have addressed each of the concerns
raised about the proposal in both neighborhood meetings.

Between November 9, 2022, and today’s date, July 15, 2024, there have been no other
concerns, issues or problems expressed by any of the participating individuals. Since there were
no concerns, issues, or problems raised by the adjacent property owners and other interested
individuals, there was no need to hold a 3rd meeting to address public concerns.
Should any adjacent property owners and/or other interested individuals raise any concern
between now and the hearings, the Project Team will make every effort to address those
concerns in the appropriate manner, such as but not limited to, personal visits, phone calls, or
other acceptable means. Members of the Project Team are committed to working with the City
of Glendale, surrounding neighbors, and any interested parties to ensure the compatibility and
success of this application.
This concludes the Citizen Participation Final Report for the proposed Shamrock Mobile Home
Park expansion property located west of the southwest corner of Glendale Avenue and 83rd
Avenue.
