RESOLUTION NO. R24-90
A RESOLUTION OF THE COUNCIL OF THE CITY OF
GLENDALE,
MARICOPA
COUNTY,
ARIZONA,
AUTHORIZING AND DIRECTING THE ENTERING INTO OF
AN EXCHANGE IMPLEMENTATION AGREEMENT TO
IMPLEMENT THE INTERGOVERNMENTAL AGREEMENT
FOR WATER EXCHANGE WITH THE CENTRAL ARIZONA
WATER CONSERVATION DISTRICT (CAWCD) AND THE
CITY OF GOODYEAR (GOODYEAR).
WHEREAS, Arizona has seen a reduction in its Colorado River water supply over the last
three years due to a 20-year drought in the Southwestern United States, including the Colorado
River watershed system; and
WHEREAS, the City desires to optimize water usage, increase water transportation
efficiency, and improve the management of costs associated with the delivery of Colorado River
water by exchanging Glendale’s various types of water supplies, including the Salt River Project
(SRP) surface water and recovered Central Arizona Project (CAP) long-term storage credits, for
an equal amount from Goodyear’s Central Arizona Project Municipal and Industrial water
allocation (Goodyear’s CAP water); and
WHEREAS, CAWCD, Goodyear, and Glendale desire to enter into this Exchange
Implementation Agreement for the scheduling, delivery, payment, and accounting of Goodyear
CAP Exchange Water.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION 1. That it is deemed in the best interest of the City of Glendale and the
citizens thereof for the City of Glendale to enter into an Exchange Implementation Agreement
with Goodyear and CAWCD for water exchange.
SECTION 2. That the City Manager or designee and the City Clerk are authorized and
directed to execute and deliver any and all documents necessary to effectuate said Exchange
Implementation Agreement on behalf of the City of Glendale.
