Bower, City Clerk A motion was made by Vice Mayor Ian Hugh, seconded by Councilmember Joyce Clark to approve the minutes of the September 24, 2024 voting meeting. SWEARING IN FOR REAPPOINTMENT OF PRESIDING CITY JUDGE NICHOLAS C. DIPIAZZA Presented by: Glendale Mayor Jerry P. Weiers Mayor Weiers said Judge DiPiazza’s current term expired on October 31, 2024. At the voting meeting on June 11, 2024, City Council approved the Judge’s reappointment to a new two-year term expiring on October 31, 2026. Mayor Weiers administered the oath of office. R24-101 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE UNITED STATES IMMIGRATION AND CUSTOMS ENFORCEMENT HOMELAND SECURITY INVESTIGATIONS AND THE GLENDALE POLICE DEPARTMENT FOR THE DESIGNATION OF GLENDALE POLICE OFFICER AS A CUSTOMS OFFICER. 19. RESOLUTION NO. R24-102 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE UNITED STATES DEPARTMENT OF JUSTICE, BUREAU OF ALCOHOL, TOBACCO, FIREARMS AND EXPLOSIVES AND THE GLENDALE POLICE DEPARTMENT FOR PARTICIPATION IN THE ETRACE INTERNET BASED TRACING APPLICATION. A motion was made by Councilmember Ray Malnar, seconded by Councilmember Lauren Tolmachoff to adopt Consent Resolutions items 18 and 19. A motion was made by Councilmember Leandro Baldenegro, seconded by Vice Mayor Ian Hugh to approve item 20. PROTEST LIQUOR LICENSE NO. 600000109-L12, BRUNCH HOUSE, 7350 W BELL ROAD SUITE 201 Presented by: Rick St. John, Deputy City Manager Ms. Bower read the item by title. Mr. St. John said staff was requesting that Council protest a non-transferable series 12 (Restaurant) license for Brunch House located at 7350 W Bell Road Ste 201. The Arizona Department of Liquor Licenses and Control application (No. 295845) was submitted by Jessica Nicole James. Mr. St. John said the applicant submitted the application in May. The City had 60 days to complete the background investigation and provide a recommendation. The applicant failed to participate with the investigating detective in the background investigation process or to provide the necessary paperwork. The failure had continued from the initial application timeframe, through an application extension to October 11th. Mr. St. John said because the applicant had failed to participate in the process and in order not to pass the statutory and extended time limit for a recommendation to the Arizona Department of Liquor Licenses and Control, the application was being presented to Council with a denial recommendation. Councilmember Tolmachoff asked if once the denial recommendation was forwarded, it was the state's decision whether to grant the license. A motion was made by Councilmember Joyce Clark, seconded by Councilmember Leandro Baldenegro to protest Liquor License No. 600000109-L12, Brunch House. AYE: Mayor Jerry Weiers Vice Mayor Ian Hugh Councilmember Leandro Baldenegro Councilmember Joyce Clark Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Clark invited residents to attend her last Yucca District meeting on Wednesday, October 23rd, at Desert Diamond Arena, from 6:00 to 8:00 p.m. Councilmember Tolmachoff invited residents to attend an informational meeting she and Councilmember Malnar would be hosting regarding Propositions 479 and 499 on Thursday, October 10, 2024, at the Foothills Recreation and Aquatics Center from 6:00 p.m. to 8:00 p.m. Mayor Weiers said the 11th annual Stand Up for Veterans event would be held at Arizona Christian University, Saturday, October 26th, from 8:00 a.m. to 1:00 p.m. The event provided opportunities for veterans to access services at one location. CITIZEN COMMENTS Rory Goree, Ocotillo District resident, commented on the possible move of the Velma Teague Library. Bud Zomok, Ocotillo District resident, commented on the possible move of the Velma Teague Library. Martha Dennis, Barrel District resident, commented on the possible move of the Velma Teague Library. Jessica Koory, Barrel District resident, commented on the possible move of the Velma Teague Library. John LeGendre, Barrel District resident, commented on the possible move of the Velma Teague Library. Marty Cole, Barrel District resident, commented on the possible move of the Velma Teague Library.
