Executive Summary 
The 2024 Glendale Velma Teague Library survey allowed residents of Ocotillo and Cactus to rate the 
quality of library services and provide feedback on their usage. It also enabled residents to share their 
preferences regarding amenities, services, and programming they would like to have at the Velma 
Teague branch. 
Survey invitations were mailed to 3,000 randomly selected resident households in August 2024. A total 
of 57 surveys were completed, yielding a response rate of 2%. In addition to the scientific survey of 
randomly selected households, a link to an online, community-wide, open participation survey was 
publicized through various channels. This open participation survey was identical to the scientific survey 
and open to all Glendale residents. The open participation outreach yielded 145 responses.  
Survey results were not weighted. The margin of error for the address-based sample is ±13 percentage 
points for any reported percentage among all survey respondents. For the open-participation survey, 
a margin of error cannot be calculated due to its self-selected, non-probability sampling method. 
Both the address-based survey and the open-participation survey are valuable sources of information, 
each with its own advantages and disadvantages. The address-based survey, utilizing a probability 
sample, better reflects the sentiments of the entire community. In contrast, the open-participation 
survey captures responses from a larger number of engaged library users, representing the views of 
the library community more accurately. Consequently, both sets of responses are analyzed separately 
but presented together in the key findings, as well as in Appendix A: Complete Survey Frequencies, 
Appendix B: Verbatim Responses to Open-Ended Questions and Appendix C: Respondent 
Characteristics. 
 
Key Findings 
• 
About two-thirds of respondents from the address-based sample reported having a library 
card, while nearly all respondents to the open-participation survey indicated that they did. 
• 
Additionally, half of the respondents to the address-based survey acknowledged visiting the 
Velma Teague Library branch. The proportion was higher (85%) for respondents to the open 
participation survey. Notably many respondent to the open participation survey live outside 
Ocotillo and Cactus districts, and even outside Glendale boundaries.

About one third of the respondents to the address-based survey who visited the Velma Teague 
Library branch, said they have done so in the 3 months prior to the survey. This was closer to 
two-thirds among respondents to the open-participation survey. 
 
• 
Among the reasons for not regularly visiting the Velma Teague Library branch, respondents to 
the address-based survey mentioned lack of time, lack of interest, inconvenient location and 
being unaware of its existence. Among respondents to the open participation survey, the main 
reasons were inconvenient location and lack of time. 
• 
Checking out materials was the number one reason for using the Velma Teague Library branch 
both for respondents to the address based and open-participation surveys. Other frequently 
selected reasons were attending festivals and events, reading quietly, research & study, using 
computers and having a cool, safe place to be. Respondents to the open participation survey 
also often mentioned attending programs as an important reason.

The Glendale Library webpage, the Glendale Library e-newsletter and word of mouth were 
the main sources of information about Velma Teague Library programs and services for both 
sets of respondents. 
• 
When asked what programs or resources would encourage visiting more frequently, 
respondents to the address-based survey prioritized senior programs, cooking classes, 
gardening classes, health and wellness programs and art programming. Meanwhile, 
respondents to the open participation survey highlighted arts programs, health and wellness 
programs, gardening classes, cooking classes, community engagement events and senior 
programs.

As you would expect, when considering programs or resources that would encourage visiting 
more frequently, respondents aged 54 or younger tended to highlight youth programs, teen 
programs and family programs more frequently than older respondents and older

When asked what spaces would encourage a visit to the Velma Teague Library, respondents 
to both surveys noted arts and cultural exhibits as the top amenity, followed by maker spaces, 
study spaces or quiet rooms and a library of things for check out, among others. Respondents 
to the open participation survey also said that an outdoor gathering space would encourage 
Velma Teague Library visitation.

Respondents were also asked if there were personal or community challenges that the Velma 
Teague Library could potentially assist in addressing. Top selections for respondents to 
address-based survey were lack of free recreational or social activities (50%), job loss (34%) 
and lack of free gathering places (32%). Meanwhile, about 6 in 10 open participation 
respondents mentioned the lack of free recreational or social activities (59%), followed by the 
lack of after school or summer activities for children (48%) and the lack of free gathering 
places (45%).

When residents were asked about their and their family’s hobbies and interests, respondents 
to the open-participation surveys expressed higher rates of interest in virtually all proposed 
activities (reading, movies, arts, music, traveling, volunteering, etc.) than their counterparts 
from the address-based survey.

Teague is an important historical place, not just for 
Glendale, but for my own childhood. I'm glad to live 
within walking distance.

The reason for taking this survey is to voice an 
opinion that I think the library should be moved 
out of Murphy Park into City Hall, The Bead 
Museum,  or the Civic Annex. There will have to be 
a decent amount of funds to get the Velma Teague 
up to current standards. While going through the 
public meetings for the DCRP, I realized that 
Murphy Park is just a lot of landscaping around a 
library. If this had been one of the first two 
buildings representing the library, I would want to 
keep it. But it's not - around 50 yrs old. The fear 
that most folks have with removing the library from 
Murphy Park is that the City Mngr would want to 
put a restaurant or the like in its place. I don't 
believe that would occur. Possibly some sort of 
centerpiece like an octagonal small structure such 
as is found on the Prescott County Courthouse 
property. When staging downtown events around 
the amphitheater, the library acts as a barrier. I 
could go on and on....

Appendix D: Address-based Sample Responses to Selected Survey 
Questions by Respondent Characteristics 
The subgroup comparison tables contain the cross tabulations of selected survey questions by respondent characteristics. Chi-square or 
ANOVA tests of significance were applied to these breakdowns of survey questions. A “p-value” of 0.05 or less indicates that there is less than 
a 5% probability that differences observed between groups are due to chance; or in other words, a greater than 95% probability that the 
differences observed in the selected categories of the sample represent “real” differences among those populations.  
For each pair of subgroups that has a statistically significant difference, an upper-case letter denoting significance is shown in the category 
with the larger column proportion. The letter denotes the category with the smaller column proportion from which it is statistically different. 
Differences were marked as statistically significant if the probability that the differences were due to chance alone were less than 5%. Categories 
were not used in comparisons when a column proportion was equal to zero or one.  
Items that have no upper-case letter denotation in their column and that are also not referred to in any other column were not statistically 
different. 
For example, in Table 26 on page 24, 80% of residents who identified as homeowners (B) reported being Glendale Public Library card holders. 
This proportion of residents was statistically higher than residents who identified as renters (A), as denoted by the letter ‘A’ placed in the cell 
corresponding to homeowners.

Appendix F: Survey Methodology 
About the Survey 
The Glendale Velma Teague Library Programming Survey was administered for first time in 2024. Needs 
Assessment surveys, such as this one, help organizations or institutions gather information on what 
services, resources, or programs are required to better meet the needs of their target audience. The 
data collected can inform decision-making, program development, and resource allocation, ensuring 
that efforts are aligned with the actual needs of the community. The City of Glendale funded this

Developing the Questionnaire 
The survey instrument was developed in an iterative process between Glendale and Polco staff. A final 
34 question instrument was created. 
Selecting Survey Recipients 
“Sampling” refers to the method by which survey recipients are chosen. The “sample” refers to all those 
who were given a chance to participate in the survey. A list of all households within the zip codes 
serving Ocotillo and Cactus districts within the City of Glendale was purchased from Go-Dog Direct 
based on updated listings from the United States Postal Service, updated every three months, 
providing the best representation of all households in a specific geographic location. Polco used the 
USPS data to select the survey recipients.  
A larger list than needed was pulled so that a process referred to as “geocoding” could be used to 
eliminate addresses from the list that were outside the area of interest’s boundaries. Geocoding is a 
computerized process in which addresses are compared to electronically mapped boundaries and 
coded as inside or outside desired boundaries, in this case, within Ocotillo and Cactus districts. All 
addresses determined to be outside the study boundaries were eliminated from the list of potential 
households. A random selection was made of the remaining addresses to create a mailing list of 3,000 
addresses. 
To choose the 3,000 survey recipients, a systematic sampling method was applied to the list of 
households previously screened for geographic location. Systematic sampling is a procedure whereby 
a complete list of all possible households is culled, selecting every Nth one, giving each eligible 
household a known probability of selection, until the appropriate number of households is selected. 
Multi-family housing units were selected at a higher rate as residents of this type of housing typically 
respond at lower rates to surveys than do those in single-family housing units. In general, because of 
the random sampling techniques used, the displayed sampling density will closely mirror the overall 
housing unit density (which may be different from the population density). While the theory of 
probability assumes no bias in selection, there may be some minor variations in practice (meaning, an 
area with only 15% of the housing units might be selected at an actual rate that is slightly above or 
below that). 
In addition to the scientific, random sample, a link to an online Open Participation survey was publicized 
through various City communication channels. Questions on the Open Participation survey were

identical to the scientific survey with one question added to assess where they heard about the survey. 
The Open Participation survey was open to all City residents. 
Survey Administration and Response Rate 
For the address-based sample, each selected household was contacted twice. First, an initial postcard 
was sent to all households on August 5, 2024, informing the household members that they had been 
selected to participate in the 2024 Glendale Velma Teague Library Survey. Approximately one week 
later, each household received a reminder postcard. Both postcards contain a URL to take the survey 
online. The online survey was available in English and Spanish, and each mailing contained instructions 
in both languages. Data collection was open through September 9, 2024. The online Open Participation 
survey became available to all residents on August 26, 2024, and remained open for the final two weeks 
of data collection.  
About 7% of the 3,000 invitations mailed were returned because the housing unit was vacant, or the 
postal service was unable to deliver the survey as addressed. Of the 2,777 households presumed to 
have received a survey, 57 completed the survey, providing a response rate of 2%. Of these, 7 surveys 
were completed in Spanish. The response rates were calculated using AAPOR’s response rate #21 for 
mailed surveys of unnamed persons.  
Margin of Error 
The 95% confidence interval (or “margin of error”) quantifies the “sampling error” or precision of the 
estimates made from the survey results. A 95% confidence interval can be calculated for any sample 
size and indicates that in 95 of 100 surveys conducted like this one, for a particular item, a result would 
be found that is within three percentage points of the result that would be found if everyone in the 
population of interest was surveyed. The practical difficulties of conducting any resident survey may 
introduce other sources of error in addition to sampling error. Despite best efforts to boost 
participation and ensure potential inclusion of all households, some selected households will decline 
participation in the survey (referred to as non-response error) and some eligible households may be 
unintentionally excluded from the listed sources for the sample (referred to as coverage error). 
While the margin of error for the survey is generally no greater than plus or minus 13% around any 
given percent reported for the entire sample, results for subgroups will have wider confidence intervals. 
Where estimates are given for subgroups, they are less precise. 
Survey Processing (Data Entry) 
An advantage of online programming and data gathering is that it allows for more rigid control of the 
data format, making extensive data cleaning unnecessary. A series of quality control checks were 
however performed in order to ensure the integrity of the web data. Steps may include and not be 
limited to reviewing the data for clusters of repeat IP addresses and time stamps (indicating duplicate 
responses) and removing empty submissions (questionnaires submitted with no questions answered).

Analyzing the Data 
The electronic dataset was analyzed by Polco staff using the Statistical Package for the Social Sciences 
(SPSS). For the most part, frequency distributions and mean ratings are presented in this report. A 
complete set of frequencies for each survey question is presented in Appendix A: Complete Survey 
Frequencies and Appendix C: Respondent Characteristics. Also included are results by respondent
