EECBG Program: Energy Efficiency and Conservation Strategy Template for Local Governments
Local governments must submit a proposed Energy Efficiency and Conservation Strategy (EECS) to the Department of Energy (DOE) to meet the statutory
requirements for the Energy Efficiency and Conservation Block Grant (EECBG) Program. The proposed EECS must include the information contained in Part A of this
template. Local governments may use this streamlined EECS Template to meet the requirement, but the template is not required. If a local government chooses to
submit an EECS using an alternative format, the information outlined in Part A must be included in the submission.
Local governments have the option of submitting their EECS at the time of application or no later than 1 year after the effective date of the award. If the
latter option is chosen, the EECS should be a comprehensive strategy that covers, at a minimum, all items detailed in this template. DOE will provide informational
resources and technical assistance to support the development of comprehensive strategies.
Local governments that do not submit an EECS with their application must submit an EECBG Program Activity File with their application and select
Activity 1 (Energy Efficiency and Conservation Strategy).

mounted on poles and walls in downtown Glendale (W Ocotillo Rd to W Orangewood Ave between N 54th Ave and N 62nd Ave). Most of these are HPS
lights. ii. 32 Conical Pedestrian Alley Lights located from W Palmaire Ave to W Myrtle Ave between N 57th Ave and N 59th Ave. These are HPS lights. iii.
37 Pedestrian Light Controllers. Most of these are in cabinets, but some are in electrical rooms. They are on either photocells, timers, astronomical clocks. iv.
Underground Wire from the controller to the poles. v. JBoxes 2. Ordering material to convert HPS Downtown Pedestrian Lights to LED. 3. Ordering
Material to Dim Pedestrian Lights. 4. Install new infrastructure.

Clean energy and efficiency aligns with the Justice40 Initiative. This strategy supports clean energy and efficiency for disadvantaged communities by evaluating and
improving lighting conditions in a predominantly lowincome area of the City. The project area is located in the City of Glendale zip code 85301, one of the cities
most impoverished and densely populated areas. The racial makeup of the zip code is majority minority which includes 63% Hispanic/Latino, 13% Black or
African American, and 4.6% Native American or Alaskan Native. Additionally, 31% of individuals residing within this zip code are living in poverty, compared to
the overall 12% of Arizonans living in poverty.
