A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN
INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF PEORIA AS ONE OF THE
WEST VALLEY REGIONAL VETERANS COURT (WVRVC) PARTICIPATING
MUNICIPALITIES.

RESOLUTION NO. R25-13
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE ENTERING INTO OF AN INTERGOVERNMENTAL
AGREEMENT WITH MULTIPLE CITIES, ON BEHALF OF THE GLENDALE FIRE
DEPARTMENT FOR PUBLIC SAFETY TRAINING.

RESOLUTION NO. R25-14
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN AMENDMENT
NO. 1 TO SYSTEM CONSERVATION IMPLEMENTATION AGREEMENT (SCIA) WITH THE
UNITED STATES BUREAU OF RECLAMATION AND THE CENTRAL ARIZONA WATER
CONSERVATION DISTRICT (CAWCD) TO EXTEND THE LOWER COLORADO
CONSERVATION AND EFFICIENCY PROGRAM (LC CONSERVATION PROGRAM).

LAND DEVELOPMENT ACTIONS
 
17.
A PUBLIC HEARING OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA
COUNTY, ARIZONA, REGARDING THE ADOPTION OF INFRASTRUCTURE
IMPROVEMENT PLAN AND LAND USE ASSUMPTIONS
Presented by: John Murphey, Engineering CIP Administrator
  
 
Ms. Bower read the item by title.
Mayor Weiers opened the public hearing.
Mr. Murphey said the adoption of the Infrastructure Improvement Plan (IIP) and the Land Use
Assumptions (LUA) would provide the basis for calculation and adoption of the fees.  The
ordinance to formally adopt the IIP and LUA would be presented for adoption at the March 25,
2025, voting meeting.  There would be a public hearing on May 13th regarding the fees and
the fees would be adopted on June 24th.  The fees would go into effect on September 8,
2025.
No one wished to speak on the matter.
Mayor Weiers closed the public hearing.
 
ORDINANCES
 
18.
ORDINANCE NO. O25-09 
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE EXECUTION OF DEEDS AND EASEMENTS AT VARIOUS
LOCATIONS THROUGHOUT THE CITY AND DIRECTING THE CITY CLERK TO RECORD
A CERTIFIED COPY OF THIS ORDINANCE.
Presented by: Jayme E. Chapin, P.E., Principal Engineer
  
 
Ms. Bower read the ordinance by title.
Ms. Chapin said the proposed ordinance would accept easements and rights-of-way at twelve
locations throughout the City.  Staff was recommending acceptance so that City infrastructure
could be accessed, operated and maintained in the future.
 
 
A motion was made by Councilmember Dianna T. Guzman, seconded by Vice Mayor
Lauren Tolmachoff to adopt Ordinance No. O25-09.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Conchas said February was Black History Month, and it was a time to recognize the
contributions, resilience and achievements of Black Americans in Glendale.  
Councilmember Malnar said the Granada Estates Coalition completed its annual Serve Day last
Saturday.  Over 75 volunteers assisted with improving the outside of six homes.  Nearly 200 tons of
rock were donated and spread on four different properties and two properties received landscaping
improvements which brought all six properties into compliance.  He thanked everyone who helped
make the day a success.
Councilmember Turner reported his mother, Brookwellyn Turner, passed away yesterday morning at
the age of 91.  She lived a long and happy life, mostly in Glendale.  She was an extraordinary woman,
and he appreciated every kindness that had been shown to her.
Vice Mayor Tolmachoff said the groundbreaking for the Veterans Community Project was held on
February 1st.  She said the project would never have happened without the work of Mayor Weiers.  He
made it happen, and it was a real moment of pride for the City.
 
CITIZEN COMMENTS
Jim Hagedorn, Waddell resident, commented on the D. R. Horton subdivision between Olive Avenue,
Cotton Lane and Citrus Road.
Rory Goree, Ocotillo District resident, commented on the Veterans Community Project. 
James Deibler, Phoenix resident, commented on the Adopt-a-Street Program.
 
ADJOURNMENT
Mayor Weiers adjourned the meeting at 5:47 p.m.
