A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
AUTHORIZING AND DIRECTING THE ENTERING INTO OF 
AN AMENDMENT NO. 1 TO SYSTEM CONSERVATION 
IMPLEMENTATION 
AGREEMENT 
(SCIA) 
WITH 
THE 
UNITED STATES BUREAU OF RECLAMATION AND THE 
CENTRAL ARIZONA WATER CONSERVATION DISTRICT 
(CAWCD) 
TO 
EXTEND 
THE 
LOWER 
COLORADO 
CONSERVATION 
AND 
EFFICIENCY 
PROGRAM 
(LC 
CONSERVATION PROGRAM). 
WHEREAS, the LC Conservation Program’s purpose is to increase system conservation 
and efficiency opportunities to address the unprecedented drought in the Lower Colorado River 
Basin, and is part of the commitment made by the Department on August 16, 2022, to address the 
drought crisis with prompt and responsive actions and investment to ensure the entire Colorado 
River Basin can function and support all who rely on it. Funded partly by the Inflation Reduction 
Act of 2022, the program allocates $4 billion for water management and conservation in the 
Colorado River Basin and other areas facing long-term drought; and  
WHEREAS, Glendale has a history of working with the United States, CAWCD, and 
others in calendar year 2022 by entering into an agreement to help mitigate the impacts of the 
drought by conserving water in Lake Mead as system water in exchange for financial 
compensation, and holds a CAP water entitlement for a maximum of 17,236 acre-feet per year of 
CAP water under Subcontract No. 07-XX-30-W0493, dated May 25, 2007; and 
WHEREAS, on June 13, 2023, the City entered into a System Conservation 
Implementation Agreement (SCIA) with the United States Bureau of Reclamation and the Central 
Arizona Water Conservation District (CAWCD) to implement the Lower Colorado Conservation 
and Efficiency Program (LC Conservation Program) to modify its operations to reduce its 
scheduled delivery of water from the Central Arizona Project (CAP) by up to 7,000 acre-feet for 
each calendar year 2023, 2024, and 2025 under a set fixed price of $400.00 per acre-foot allowing 
such volume to remain in Lake Mead in exchange for financial compensation; and  
WHEREAS, the Parties desire to amend the SCIA whereby Glendale agrees to modify its 
operations to reduce its scheduled delivery volume by up to 7,000 acre-feet of water from its CAP 
water delivery schedule in calendar year 2026 with the same terms and conditions as in calendar 
years 2023, 2024, and 2025, and allow such volume to remain in Lake Mead in exchange for 
financial compensation. 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
SECTION 1. That it is deemed in the best interest of the City of Glendale and the citizens 
thereof for the City of Glendale to enter into the nonbinding Amendment No. 1 to the System 
Conservation Implementation Agreement with the United States Bureau of Reclamation and 
CAWCD to extend the Lower Colorado Conservation and Efficiency Program.

SECTION 2. That the City Manager or designee and the City Clerk are authorized and 
directed to execute and deliver any and all documents necessary to effectuate said System 
Conservation Implementation Agreement on behalf of the City of Glendale.
