This Amendment to that certain Standard Form Agreement dated October 10, 2023 by and between the City of
Glendale and Willmeng Construction, Inc., (CM@Risk) for services, deliverables and work related to Project No.
222318.1, Project Name: Heroes Regional Park Ball Fields, (the “Agreement”) is made and entered into effective
this day of , 2025.

1. This Amendment #03 increases the established Guaranteed Maximum Price (“GMP”) for Construction
Services and incorporates such terms into the Agreement, making the Agreement effective for
Construction Phase Services:

a. The Guaranteed Maximum Price (“GMP”) for Construction Services, as defined under the Agreement, shall
be Twenty-Two Million One Hundred Forty-Five Thousand Nine Hundred Forty-Six and 74/100 Dollars
($22,145,946.74). This amendment to the Construction Phase Services (GMP2) is for additional elements
for the Heroes Regional Park Ball Fields Project as described in the attachment.

b. The total compensation under the Agreement, as amended by this Amendment, shall be:

Subject: Additional Funding Consideration — Heroes Regional Park
Dear James,

We appreciate the opportunity to partner with Glendale on the construction of Heroes Regional
Park. As construction progresses, additional elements have been identified that could enhance
the park’s functionality and longevity. The total estimated cost for these additions is
$310,000.00. Below is a summary of the additional scope for consideration:

1. Painting Panels on the Mini Pitch — Painting the existing Mini Pitch panels to improve
aesthetics and durability.

2. Hydro Seeding South of the Dog Park — Enhancing grass coverage and long-term
sustainability through hydro seeding.

3. Gopher Mitigation in Dog Park — Implementing measures to protect landscaping and
infrastructure from gopher activity.

4. Sprinkler Head Replacement — Replace existing sprinkler heads south of dog park to
allow for head to head coverage.

5. Demo Existing Maintenance Yard — Removal of fence/concrete, cap off water service,
relocate storage containers to new maintenance yard, and landscape area.

6. Dedication Plate — Dedication plate for City Council members who made this project
possible.

7. Natural Turf Soccer Goals and Anchors — Purchase and install 4 EA soccer goals and
anchors in the natural grass soccer fields.

8. Monument Sign Lighting — Run power and install lighting for the future monument sign
off of Bethany Home Road.

9. Contractor Contingency — Additional contingency for late adds or modifications. Unused
funds would be returned to owner.

These additions can be incorporated into the ongoing construction without extending the
overall project duration.
