AMENDMENT NO. 1 
GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 
INTERGOVERNMENTAL AGREEMENT BETWEEN AND AMONG THE CITY OF 
GLENDALE, THE CITY OF PORIA,  THE CITY OF SURPRISE, THE CITY OF 
AVONDALE, THE CITY OF EL MIRAGE, AND THE MARICOPA COUNTY 
COMMUNITY COLLEGE DISTRICT.  
(Contract No. C24-1231) 
 
This Amendment No. 1 (“Amendment”) to the Glendale Regional Public Safety Training Center 
Intergovernmental Agreement (“Agreement”) is made this ______ day of ________, 2025, 
(“Effective Date”), by and between the City of Glendale, an Arizona municipal corporation (“City”) 
and the City of Peoria ("Peoria"), the City of Surprise ("Surprise"), the City of Avondale ("Avondale"), 
the City of El Mirage ("El Mirage") (Individually a "Partnering Agency", collectively "Partnering 
Agencies" and the Maricopa County Community College District ("MCCCD"). 
 
RECITALS 
 
A. 
Partnering Agencies previously entered into the Glendale Public Safety Training Center 
Intergovernmental Agreement ("Agreement") between and among the respective entities 
regarding the operation, maintenance and funding of the Glendale Regional Public Safety 
Training Center ("GRPSTC") for use by federal, state, county and municipal public safety 
agencies, as well as an Emergency Operations Center ("EOC") 
 
B. 
The Partnering Agencies wish to modify and amend the Agreement to include the City of El 
Mirage Police Department, and strictly in accordance with the terms of this Amendment. 
 
 
AGREEMENT 
 
In consideration of the mutual promises set forth herein and other good and valuable consideration, 
the receipt and sufficiency of which are hereby acknowledged, the City and Partnering Agencies hereby 
agree as follows: 
 
1. 
That the title of the Agreement be amended to include the City of El Mirage, and that by 
agreement of the existing Partnering Agencies and the City of El Mirage that the City of El 
Mirage become an additional Partnering Agency subject to all the terms and conditions of the 
Agreement and this Amendment.  
 
2. 
That the City of El Mirage Police Department participate in the training opportunities and 
cost sharing; and governance responsibilities as set forth in the Agreement. 
 
3. 
Section 3.2.3 of the Agreement is amended to strike the table currently therein and substitute 
the table presented below:

Section 5.1 of the Agreement is amended to include the El Mirage City Manager as a member 
of the Executive Board.

Section 6.1 of the Agreement is amended to include the El Mirage Police Chief as a member 
of the Chief's Board.

Section 7.1 of the Agreement is amended to add the El Mirage Police Department 
representatives as a member of the Operations Committee.

All other provisions of the Agreement remain the same.
