O25-13 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE EXECUTION OF A PRESERVATION AND CONSERVATION EASEMENT DEED IN FAVOR OF THE ARIZONA STATE PARKS BOARD AT THE FIRST UNITED METHODIST CHURCH OF GLENDALE SANCTUARY AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Presented by: Jose Echeverria Vega, Grants Program Manager, Budget and Finance Ms. Bower read the ordinance by title. Mr. Echeverria Vega said the proposed ordinance authorized the acceptance of an easement deed in favor of the Arizona State Parks Board. The purpose of the easement was to ensure that the architectural, historic, archaeological, and/or cultural features of the sanctuary would be retained and maintained, prevent any use or change of the sanctuary that would significantly impair or interfere with the sanctuary's architectural, historic, and/or cultural values and significance, and would provide public access for a period of 30 years. A motion was made by Councilmember Leandro Baldenegro, seconded by Vice Mayor Lauren Tolmachoff to adopt Ordinance No. O25-13. O25-14 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE EXECUTION OF A UTILITY EASEMENT IN FAVOR OF ARIZONA PUBLIC SERVICE ON CITY PROPERTY LOCATED AT 6635 NORTH GLEN HARBOR BOULEVARD AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Presented by: Jayme Chapin, PE, Principal Engineer Ms. Bower read the ordinance by title. Ms. Chapin said the proposed ordinance would grant a utility easement in favor of Arizona Public Service Company (APS) at the Glendale Municipal Airport to extend power to a new hangar under construction. O25-15 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE ABANDONMENT OF CERTAIN RIGHTS-OF-WAY IN THE CITY OF GLENDALE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Presented by: Jayme E. Chapin, P.E., Principal Engineer Ms. Bower read the ordinance by title. Ms. Chapin said the proposed ordinance authorized the abandonment of public waterline easements on private property in various locations in the City. The waterlines had either been abandoned or relocated and the easements were no longer required. A motion was made by Councilmember Dianna T. Guzman, seconded by Councilmember Lupe Conchas Jr. to adopt Ordinance No. O25-15. Guzman Councilmember Ray Malnar Councilmember Bart Turner Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Baldenegro invited residents to the Hook A Kid on Fishing event on Saturday, April 26th, from 8:00 a.m. to 12:00 p.m., at Bonsall Park South. He said there would be another Hook A Kid on Fishing event later in the year at Heroes Regional Park. He challenged Councilmember Guzman to a fishing contest. The loser would volunteer at the winner’s favorite charity. Councilmember Conchas invited residents to the Rock with Glendale Neighborhood Beautification Project on Saturday, April 26th, from 8:00 a.m. to 12:00 p.m., at Mary Silva Park. Councilmember Guzman accepted Councilmember Baldenegro's challenge. She said the 11th annual Glendale Family Resource Fair would be held at the System of Care Center on Saturday, April 12th, from 10:00 a.m. to 1:00 p.m. Councilmember Guzman wished everyone a happy Easter Holiday and Resurrection Day. City Council Meeting Minutes - April 8, 2025 Page 7 of 8 Councilmember Turner said, in honor of the First United Methodist Church’s historic preservation project he was sharing that 130 years ago, his Great-Great-Grandfather, Albert Peter Forney, led a group of Brethren settlers to Glendale to establish a community of hard-working, clean-living, church-going, temperate families. Homes were built, the land was tilled, families flourished and then the Methodists arrived. Vice Mayor Tolmachoff said the System of Care Center provided many services to the community. Last Saturday, she volunteered at the Prom Closet. Over 300 kids were assisted with dresses, tuxedos, jewelry and handbags. The Center was one of the reasons Glendale was such a great community. CITIZEN COMMENTS Srikanth Grandhi, Yucca District resident, thanked the Council and City staff for its service. He appreciated the willingness of the Council to listen to public feedback and engage with the community. Cory Robinett, Yucca District resident, commented on skate parks. James Deibler, Phoenix resident, commented on an Adopt-a-Street events.
