Project Summary: The Glendale Police Department’s Fugitive Apprehension Squad seeks 
funding to acquire two BR-5 Double Head Break and Rake Tools. These specialized tools 
are designed to enhance the team’s tactical capabilities when executing high-risk search 
warrants, particularly in narcotics-related investigations. The BR-5 tools enable officers to 
quickly and efficiently breach windows and other entry points, improving officer safety, 
reducing operational delays, and ensuring rapid access to suspects and evidence. 
 
Narrative: This is a request for new equipment, as the Glendale Police Department’s 
Fugitive Apprehension Squad currently does not have dedicated break-and-rake tools for 
tactical operations. Without these tools, officers rely on less efficient and improvised 
methods of breaching windows and barriers, which can compromise operational 
effectiveness and officer safety. 
 
The Glendale Police Department’s Fugitive Apprehension Squad frequently conduct high-
risk fugitive apprehensions, which require breaching windows to vehicles and structures. 
Acquiring two BR-5 Double Head Break and Rake Tools will enhance tactical entry 
capabilities, ensuring officers can swiftly and safely gain access to structures where 
suspects may attempt to evade arrest or destroy evidence. This investment will streamline 
operations, reduce response time, and contribute to the overall success of narcotics 
enforcement efforts. 
 
The Glendale Police Department (GPD) is a full-service, CALEA-accredited law 
enforcement agency dedicated to protecting lives and property, maintaining public safety, 
and fostering trust within the community. Founded in 1910, GPD has grown from a single 
town marshal to nearly 600 employees serving a diverse population of over 255,000 
residents in one of the largest cities in the Phoenix metropolitan area.

As Glendale continues to expand as a hub for large-scale events, tourism, and 
entertainment, the department has prioritized enhancing equipment needs to increase the 
department’s capacity to assure public safety.  
 
Request for Break and Rake Tools Acquisition: The acquisition of two BR-5 Double Head 
Break and Rake Tools will significantly improve the Glendale Police Department’s tactical 
efficiency in narcotics investigations. These tools will enhance officers’ ability to quickly 
breach barriers, ensuring safer and more effective execution of search warrants. By 
equipping the department with these specialized tools, we can enhance operational safety, 
reduce entry time, and improve the effectiveness of our narcotics enforcement efforts. 
 
Impact on the Community: The primary beneficiaries of this initiative are the residents of 
Glendale, along with visitors to the city. The use of advanced tactical tools will contribute 
to the swift and effective execution of fugitive apprehension operations, directly improving 
public safety for the city’s approximately 250,000 residents. Additionally, as the leading 
agency in the West Valley Violent Offender Task Force, Glendale Police will extend the 
benefits of these tools to partner cities, enhancing regional law enforcement capabilities. 
 
Benefits of BR-5 Break and Rake Tools in Narcotics Enforcement: This strategic 
investment in advanced tactical equipment will enhance the Glendale Police Department’s 
ability to conduct effective narcotics enforcement operations while prioritizing officer 
safety and operational efficiency. The cost of the requested BR-5 tools is approximately 
$494.36 each, totaling $988.72 (including shipping and tax) for the two needed by the 
group. 
 
Implementation Timeline: Upon approval of grant funding, the Glendale Police 
Department will promptly order two BR-5 Double Head Break and Rake Tools. The goal is to 
acquire and deploy these tools within the next fiscal quarter, ensuring a swift enhancement 
to investigative capabilities and public safety operations.
