Project Summary 
The Glendale Police Department’s Narcotics Enforcement Team seeks funding to acquire 
an American Electric Bottom Mount Streetlight Concealment 202 Pole Camera. This state-
of-the-art surveillance tool can be discreetly mounted on existing streetlight poles to 
facilitate covert video monitoring of individuals engaged in the distribution and sale of illicit 
drugs, including Fentanyl. Equipped with an integrated router, the camera provides a real-
time video feed directly to the Glendale Police Department’s Real-Time Crime Center. This 
capability enhances the department’s ability to gather actionable intelligence, support 
investigations, and strengthen prosecutions. 
 
Narrative: The Glendale Police Department currently does not have a pole-mounted 
surveillance camera dedicated to narcotics investigations. Without this capability, officers 
rely on less effective and more resource-intensive surveillance methods, such as physical 
stakeouts and mobile monitoring, which require significant manpower and increase 
operational risks. GDP respectfully requests funding for a pole-mounted surveillance 
camera to assure the safety of residents throughout the West Valley.  
 
The Glendale Police Department’s Real-Time Crime Center has the infrastructure to 
support remote surveillance technology. Acquiring a pole-mounted camera will enhance 
the department’s ability to conduct long-term covert surveillance, improving intelligence 
gathering, increasing officer safety, and expediting suspect identification in drug-related 
cases. This investment will streamline investigative efforts, leading to more efficient case 
resolution and crime prevention. 
 
The Glendale Police Department (GPD) is a full-service, CALEA-accredited law 
enforcement agency dedicated to protecting lives and property, maintaining public safety, 
and fostering trust within the community. Founded in 1910, GPD has grown from a single 
town marshal to nearly 600 employees serving a diverse population of over 255,000 
residents in one of the largest cities in the Phoenix metropolitan area.

As Glendale continues to expand as a hub for large-scale events, tourism, and 
entertainment, the department has prioritized enhancing equipment needs to increase the 
department’s capacity to assure public safety.  
 
Request for Pole Camera Acquisition 
The incorporation of a pole-mounted surveillance camera will significantly enhance the 
Glendale Police Department’s ability to conduct covert drug investigations, reducing 
reliance on traditional surveillance methods that require extensive manpower and increase 
operational risks. This technology will allow investigators to remotely monitor high-crime 
areas, improving intelligence gathering and expediting suspect identification. By 
streamlining surveillance efforts, the department can enhance public safety while 
optimizing resources. 
 
Impact on the Community 
The primary beneficiaries of this initiative are the residents of Glendale, along with visitors 
to the city. The pole camera will strengthen law enforcement’s ability to combat drug-
related crimes, directly improving safety for the city’s approximately 250,000 residents. 
Additionally, as the leading agency in the West Valley Drug Enforcement Task F, Glendale 
Police will extend the benefits of this technology to partner cities, enhancing regional 
crime-fighting efforts. 
 
Benefits of Pole Cameras in Drug Investigations 
1. Enhanced Surveillance – Enables long-term, covert monitoring of drug trafficking 
activities without requiring continuous officer presence. 
2. Officer Safety – Reduces the risk to undercover officers by allowing remote 
observation of suspects and criminal behavior. 
3. Evidence Collection – Captures high-quality video evidence admissible in court to 
support arrests and prosecutions. 
4. Operational Efficiency – Reduces the need for dedicated surveillance teams, 
allowing personnel to focus on other enforcement efforts. 
5. Real-Time Intelligence – Provides live monitoring of suspect movements, 
interactions, and activity patterns, strengthening case development.

6. Crime Deterrence – The presence of surveillance technology can discourage drug-
related activity in high-crime areas. 
This strategic investment in advanced surveillance technology will enhance the Glendale 
Police Department’s ability to combat drug-related crime while maximizing officer safety 
and resource efficiency. The cost of the requested pole camera is approximately $4,462.54 
including shipping and tax. 
 
Implementation Timeline 
Upon approval of grant funding, the Glendale Police Department will promptly order the 
pole camera. The goal is to acquire and deploy the system within the next fiscal quarter, 
ensuring a swift enhancement to investigative capabilities and public safety operations.
