RESOLUTION NO. R25-30 
 
 
 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA 
COUNTY, ARIZONA, APPROVING AND AUTHORIZING SUBMISSION OF 
THE FIVE-YEAR CONSOLIDATED PLAN FOR FISCAL YEARS 2025-2029 AND 
THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2025-2026 TO THE U.S. 
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND FOR 
ACCEPTING A COMMUNITY DEVELOPMENT BLOCK GRANT IN THE 
ESTIMATED 
AMOUNT 
OF 
$2,351,551, 
A 
HOME 
INVESTMENT 
PARTNERSHIPS PROGRAM ESTIMATED ALLOCATION IN THE AMOUNT OF 
$655,225 AND EMERGENCY SOLUTIONS GRANTS FUNDING IN THE 
ESTIMATED AMOUNT OF $206,952 AND APPROVING AND AUTHORIZING 
SUBMISSION OF THE FISCAL YEAR 2024-25 SUBSTANTIAL ANNUAL 
ACTION PLAN AMENDMENT IN THE AMOUNT OF $253,614.57.  
 
WHEREAS, in accordance with the federal regulations found at 24 CFR 91, the City of 
Glendale is required to submit a Five-Year Consolidated Plan to the U. S. Department of Housing 
and Urban Development (“HUD”) for its Community Development Block Grant (“CDBG”), HOME 
Investment Partnerships (“HOME”) and Emergency Solutions Grants (“ESG”) funding; and 
 
WHEREAS, the Consolidated Plan is a strategic plan to identify and meet the needs of the 
Glendale low-to-moderate income community for decent housing, a suitable living environment and 
expanded economic opportunities; and 
 
WHEREAS, the Annual Action Plan “AAP” allocates funding for a specific program year to 
activities that advance the goals of the City’s Five-Year Consolidated Plan; and 
 
WHEREAS, it is in the best interests of the citizens of Glendale, especially those of low-to-
moderate income that the City accept such funding; and 
 
WHEREAS, modifications to either the Consolidated Plan or the Annual Action Plans that exceed 
thresholds in 24 CFR 91 necessitate the completion and submission of a Substantial Plan Amendment. 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:  
 
SECTION 1. That the City’s Five-Year Consolidated Plan for FY 2025-2029, the Annual 
Action Plan for FY 2025-2026 and the FY 2025- 2026 Substantial Amendment are hereby approved. 
The Five-Year Consolidated Plan, the Annual Action Plan and Substantial Amendment are on file 
in the office of the City Clerk and copies are available for review/inspection at the following 
locations:

SECTION 2. That the City Manager or designee is hereby authorized and directed to submit 
the City’s Five-Year Consolidated Plan, the Annual Action Plan and Substantial Amendment to the 
U.S. Department of Housing and Urban Development and execute any and all necessary documents 
on behalf of the City of Glendale to make such submission.  
 
SECTION 3. That the City Council of the City of Glendale hereby accepts the following: 
(1) Community Development Block Grant entitlement from the U.S. Department of Housing and 
Urban Development for FY 2025-2026 in the estimated amount of $2,351,551; (2) the HOME 
Investment Partnerships Program allocation from the Maricopa HOME Consortium for FY 2025-
2026 in the estimated amount of $655,225, (3) the Emergency Solutions Grants Program funding 
provided by the U.S. Department of Housing and Urban Development for FY 2025-2026 in the 
estimated amount of $206,952, (4) The FY 2024-25 Substantial Annual Action Plan Amendment in 
the amount of $253,614.57.  
 
SECTION 4. That the City Manager or designee is authorized to prorate the allocations to 
subrecipients and projects approved in the Annual Action Plan, as necessary, when final allocation 
amounts are released or announced by the U.S. Department of Housing and Urban Development. 
 
SECTION 5. That the City Manager or designee is hereby authorized and directed to execute 
all agreements and documents necessary to effectuate the allocation of funds received under the 
above programs to the approved entities so long as the allocations are consistent with the Council-
approved Annual Action Plan and compliant with the National Environmental Policy Act (NEPA), 
and all applicable environmental regulations.
