RESOLUTION NO. R25-31
A RESOLUTION OF THE COUNCIL OF THE CITY OF
GLENDALE, MARICOPA COUNTY, ARIZONA, ADOPTING
THIS NOTICE OF INTENTION TO INCREASE WATER AND
SEWER USER CHARGES, URBAN IRRIGATION RATES, AND
ESTABLISH A STORMWATER FEE AND RATE; SETTING A
PUBLIC HEARING ON PROPOSED INCREASES; AND FILING
WRITTEN
REPORTS
SUPPORTING
THE
PROPOSED
INCREASES WITH THE CITY CLERK.
WHEREAS, to ensure the delivery of reliable, high-quality water and sewer services to
Glendale customers and maintain regulatory compliance, the Water Services Department is continually
repairing, upgrading, and enhancing infrastructure at the water and wastewater treatment plants, as
well as the water distribution and wastewater collection systems; and
WHEREAS, rate adjustments are essential to secure the financial resources needed to complete
necessary system repairs and improvements, and to operate and maintain the systems in compliance
with federal, state, and local regulations; and
WHEREAS, the last rate increases for water and sewer services were adopted by the City
Council on October 26, 2021, for implementation in January 2022, 2023, 2024, 2025, and 2026; and
the increases for urban irrigation rates were adopted by City Council on June 25, 2019, for
implementation in August 2019, April 2020, and April 2021; and
WHEREAS, the City Council seeks to establish a new stormwater fee to recover costs from
other funds, cover expenses to the wastewater fund, and account for the revenue separately; and
WHEREAS, A.R.S. Section 9-511.01 outlines the process for the City to propose and adopt
any rate increases for water and sewer services, charges, and fees; and
WHEREAS, Public outreach included two in-person Open House meetings, a dedicated City
webpage, and Citizens Utility Advisory Commission discussions; and
WHEREAS, the first step in the statutory process is for the City Council to adopt a Notice of
Intention at a regular council meeting to increase water and sewer rates or rate components and to set
a date for a public hearing on the proposed increase, which shall occur at least sixty days after adoption
of the Notice of Intention.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION 1. That the City of Glendale hereby adopts this Notice of Intention to increase water
and sewer user charges, urban irrigation rates, and establish a new stormwater fee.
SECTION 2. That a public hearing on proposed increases will be held before the City Council
on June 24, 2025, at 5:30 p.m. in the Glendale Civic Center, 5750 W Glenn Dr., Glendale, Arizona
85301.
SECTION 3. That a written report or data supporting the increased rate or rate component, fee
or service charge, including cash flow projections that indicate all anticipated revenues from residential
and nonresidential customers and the overall expenses for providing water, sewer, urban irrigation, and
stormwater services, will be provided for public review and inspection at least thirty days before the
June 24, 2025 public hearing. A copy of the report and cash flow projections shall be made available
to the public by filing a copy in the Glendale City Clerk’s Office and posted on the City's website on
or before May 23, 2025.
SECTION 4. That a copy of this Notice of Intention showing the date, time and place of the
hearing shall be published one time in a newspaper of general circulation within the boundaries of the
City of Glendale not less than twenty days before the public hearing date.
PASSED, ADOPTED AND APPROVED by the Mayor and Council of the City of Glendale,
Maricopa County, Arizona, this 22nd day of April, 2025.
