Citizen Participation Final Report 
Broadstone Arrowhead 
 
Brief Description of Proposal 
 
The plan provides information about the proposed implementation of the Citizen 
Participation Final Report (“CPFR”) for Broadstone Arrowhead that is proposing to 
develop a high-quality multifamily community on property located west of the southwest 
corner of 75th Avenue and Rose Garden Lane (the “Site”). The requests are for a General 
Plan Amendment requesting a change in land use from Low Density Residential: 1 – 2.5 
du/ac and POS Parks and Open Space to HDR 20 (12-20 du/ac) and a Rezone from A-
1 (Agriculture) & PAD (Planned Area Development) to PAD. Alliance is reserving 
approximately 1.34 acres as POS to facilitate open space adjacent to the wash. 
The CPFR provides information about how we have reached out to citizens, 
neighbors, nearby businesses, public agencies and interested persons to talk with them 
about and gather their input on the proposed plans and actions addressed in the 
Applications.  Comments, sign-in sheets, petitions, letters, summary sheets, and other 
material will be submitted after each of the steps in the Report have been executed.  
Describe Public Notices, Meetings, etc. 
 
The methods for reaching out to citizens who may be interested in the development 
have included: (1) mailings; (2) neighborhood meeting(s); (3) individual meetings with 
neighbors and interested parties, if determined necessary by the Applicant; (4) telephone 
calls and emails; (5) public meeting notices; and (6) sign postings.   
• Notifications 
On April 1, 2024 an informal meeting was held with three Eagle Heights HOA 
representatives. The meeting included discussions about safety, cut-through traffic, 
schools, ponds being used as amenity, secondary access, building height, trail, etc. 
After hearing the issues from the Eagle Heights’ representatives, a May 8, 2024 
follow-up informal meeting was held. New exhibits were presented regarding adding a 
second access drive, sight diagram section, and a rendering of the neighbor’s view. There 
was discussion about eliminating the trail on the west side and adding a fence west of the 
cul-de-sac on Rose Garden Lane, which Alliance has agreed to do, although there has 
been ongoing discussions with City Staff on these matters.

On June 4, 2024 approximately 300 letters were mailed out to owners within the 
notification area map that was provided by the Glendale Planning Department, 
homeowners associations and registered neighborhood groups, interested parties, and 
additional parties also provided by the City. The Notification Area Map can be found at 
Exhibit A. The letter included specific information about the proposed development, a 
plan of the proposed development, and the date and time of the neighborhood meeting. 
The letter and contact list are attached at Exhibit B. An Affidavit of Mailing confirming the 
notification were mailed to the surrounding property owners, HOAs/registered 
neighborhood groups, interested parties, and additional parties can be found at Exhibit 
C.  
 
 
The June 19, 2024 neighborhood meeting summary and sign-in sheets of the 23 
neighbors who attended the meeting can be found at Exhibit D. 
 
• Sign Posting 
 
One sign was posted on the Site on June 4, 2024 prior to the neighborhood 
meeting. An Affidavit and photo of the sign are attached at Exhibit E. The comment period 
cutoff date was July 8, 2024. 
 
Identify who may be directly and indirectly affected by the proposal and anyone 
who expressed interest or believe they will be affected. 
 
The Site is currently occupied by Dream City Church and Christian School. 
Immediately south of the Site exists an apartment complex. Commercial uses are located 
east of the site and west of the site is a wash which is located in the City of Peoria’s 
jurisdiction.  On the north side of Rose Garden Lane exists Reserve at Eagle Heights, a 
single-family residential subdivision. In addition to the required neighborhood meeting, 
two meetings were held with Council Member Tomachoff, the Alliance Team, and Arnold 
Doyschen and other representatives of Eagle Heights HOA.  
Identify any concerns the above individuals may have. 
 
 
Initial concerns voiced by the Eagle Heights’ representatives during our first 
meeting with them included land use, access, traffic, building height, privacy, landscaping, 
security, etc. Each of these concerns were reviewed and then discussed during our 
second meeting with Eagle Heights representatives and in a follow-up discussion 
between Arnold Doyschen and Ian Swiergol. We perceive the concerns initially voiced 
were satisfactorily addressed.

How will the individuals be provided an opportunity to discuss the proposal with 
the Applicant if issues or questions continue or suddenly arise after distribution 
of the notification letter.   
 
Contact information about our Team was provided in the neighborhood meeting 
letter and during the neighborhood meetings and at the meetings with the Eagle Heights’ 
representatives. The Team and/or consultants are available to meet individually, in small 
groups, or at additional neighborhood meetings, if necessary. 
 
How will these individuals be informed of any changes after the initial contact?  
 
If there are any significant changes or amendments to the applications after the 
initial contact with the neighbors, revised plans will be shown to the Eagle Heights reps 
and mailed out that discuss the changes and possibly scheduling of another meeting.  
How will you keep Glendale Planning Staff updated on the status of the Citizen 
Participation efforts? 
 
A summary of the neighborhood meeting and registered guests at the 
neighborhood meeting will be provided to the Planning Department. Any support petitions, 
emails or letters will be sent to the City to be placed in the files.

• An application has not yet been filed, Alliance has been working with the Eagle Heights 
HOA and has been doing other neighborhood outreach 
• The site plan has been designed such that townhomes are on the north, closest to single-
family homes 
• Based on conversations with the HOA, a secondary access point has been added

A: Rent may be between $1,700 and $1,900 a month. Leases are for 12 months typically.

A: The apartment units are an average of about 1,000 sq ft, the townhome units are up to 1,800

A: Yes

A: About 24-36 months
