PROJECT DESCRIPTION: 
This request for approval of a Minor General Plan Amendment and Rezoning request for an 
approximate 39-acre property located northwest of Ball Park Boulevard and 99th Avenue.  
The purpose of this request is to obtain approval of a Minor General Plan Amendment, and 
Rezoning is for a future mixed dense development. 
The Minor General Plan Amendment (“GPA”) seeks to change the existing BP (Business 
Park) land use designation to the EMU (Entertainment Mixed Use) land use designation. 
The companion request seeks to rezone the approximate 39-acre site from the current A-1 
(Agriculture) to the requested PAD (Planned Area Development). Various permitted land 
uses and amended development standards are proposed to allow this property to be 
developed as a dense development consisting of development comprised of residential 
and non-residential land uses.  
The proposal will support high density residential development and various land uses such 
as restaurants, professional offices, indoor/outdoor recreational, hotel and entertainment 
venues. Development standards, design element critical and landscaping regulations are 
included in the proposed PAD that supports the long-term vision shared by the city and 
property owners in the immediate area.  If approved, the minor general plan amendment 
would support the development vision of to the rezoning to PAD with appropriate 
development standards that complement the existing surrounding development.  
 
ELEMENTS OF THE CITIZEN PARTICIPATION PROCESS: 
Based on various completed and approved PADs in the immediate area, the surrounding 
property owners are familiar with these types of entitlement requests. We carefully 
considered how to develop the area, initially consulting with property owners and city 
personnel.  The PAD proposal regulations addressed all foreseeable concerns. A 
Neighborhood Zoom Meeting served as the first neighborhood outreach effort. On March 
28, 2024, we mailed notification letters to property owners within a 300’ radius, inviting 
them to a 6:00 pm Zoom Meeting. The meeting started at 6:00 with the attendance of the 
property’s owners, the property owner representative, the council member of the district, 
and one surrounding property owner. We gave a presentation, and no one raised any 
concerns. 
Because of the elapse in time, notification letters were January 7, 2025, providing property 
owners within 600 ft, with an update on the status of the request for the entitlement 
requests. During this review period, staff did not receive any inquiries from the notification 
letter.

We sent no notifications to special groups like homeowner or registered neighborhood 
associations because none existed in the subject area. 
 
CITIZEN PARTICIPATION OUTCOME: 
Since there was no participation, there were no concerns or issues that needed to be taken 
into consideration or addressed. The proposal reflects development elements are key to 
the city and provide enhancement to the overall development of the community at large.

CONCLUSION: 
In conclusion, there were no issues or concerns expressed as part of the citizen 
participation process so there were no actions to be taken.
