Telecom in Glendale City Council Workshop April 8, 2025 Engineering Department Glendale ROW Strategic Imperatives 2 •Protect city and private infrastructure from damage • Ensure fair access to the ROW • Ensure vendors communicate forward to impacted neighborhoods • Promote quality of life and commerce Terminology 3 • Cable License – allows the entity to construct / upgrade their infrastructure within the ROW that provides cable television service. • Telecom License - allows the entity to construct / upgrade their infrastructure within the ROW that provides voice data phone service • Fiber License - allows the entity to construct / upgrade their infrastructure within the ROW that provides backhaul data so it can be processed and used to support internet services. • Franchise Agreements -allows the entity to construct / upgrade their infrastructure within the ROW that provides life essential services. Terminology 4 • Right-of-Way Permits – issued by the city to perform construction per City and State standards. (180 days) • Small Cell Licenses – issued by the city to wireless vendors to maintain or install their infrastructure placed within the ROW. Reliable high-speed data is essential to keeping and attracting businesses. Impact To Other Departments Impact to Streets 18 •Nearly every road in Glendale will be touched in the next 3 years –Fiber must be brought directly to the home or business, conduit has to be installed to every address. –This will primarily be done by directional boring.
