Overview

• Effluent credits can be used to exclusively fill or refill 
lakes/pools larger than 12,320 square feet (0.28 acre)
• VAI Resort intends to purchase credit to fill and refill:
– One or two bodies of water, with a combined water surface area 
up to two acres; and
– One or two ground-level pools, with a combined water surface 
area up to 10,000 square feet.

Exemption: Effluent Credits

• VAI Resort will apply for a permit from 
ADWR to install a well at the resort
• VAI Resort will apply for Recovery Well 
Permit from ADWR to operate the well
– Requires a letter from the City consenting 
to the location of the recovery well within 
the City’s water service area
– Analysis shows no impact to existing wells 
in the area

Proposed Actions

• In order for ADWR to process these two permit applications, 
at least one credit must be owned by VAI Resort
• VAI Resort is working to identify entities that are selling 
credits
• VAI Resort has offered to purchase one effluent credit (one 
acre-foot) from the City of Glendale so the ADWR permit 
process may continue
– Glendale has 29,900 acre-feet of effluent credits within one 
mile of VAI Resort

Next Steps

At tonight’s voting meeting:
• Authorize City Manager to submit a recovery well consent letter 
to ADWR and VAI Resort
• Execute a Purchase and Sale Agreement for one of the City’s 
effluent credits for $550/AF
