Vice Mayor Tolmachoff requested a presentation of the item. Mr. Kennedy explained the City has had a lease agreement since 2012 with Ready Golf, Inc. to operate the Desert Mirage Golf Course. Ready Golf, Inc. wished to assign its lease-hold rights to BJG Glendale, LLC. to operate the golf course. All other terms of the agreement would remain the same. Mr. Kennedy said approval of the item would approve the Lessor’s Recognition Agreement and Estoppel Certificate as requested by BJG Glendale, LLC. for its lender, GR Funding, LLC. Presented by: Aliudeen Khan-Abrahim, Deputy Director, Transportation The following people spoke in opposition of the resolution and advocated for the Ride Choice Program: City Council Meeting Minutes - June 10, 2025 Page 6 of 12 Linda Hallman, Sun City resident Cathy Rose, Cholla District resident Kevin James, Surprise resident Kimberly Fetterman, Peoria resident Beverly Smith, Barrel District resident Vice Mayor Tolmachoff said Ride Choice was a one-year pilot program within Glendale, and was provided as an optional mode of transportation to paratransit users. Unfortunately, ridership had been minimal and usage did not allow it to continue with a fully implemented program. As a member of the Valley Metro Board of Directors, she was aware other cities were struggling with the Ride Choice Program and the possible consideration of discontinuing the program within those cities. She understood the convenience it provided to its users, and she was committed to serving paratransit users with other possible options. Councilmember Conchas was concerned about the discontinuation of the Ride Choice Program and supported exploring options to bring back the program for residents. 25. RESOLUTION NO. R25-55 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO AMENDMENT NO. 5 OF AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF PHOENIX FOR THE OPERATION OF FIXED ROUTE TRANSIT SERVICES IN THE CITY OF GLENDALE. Councilmember Baldenegro would be voting in favor of the consent resolutions, but he would be requesting a Council item of special interest regarding the Ride Choice Program. O25-26 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING A MASTER AIRPORT TERMINAL OFFICE LEASE AGREEMENT FOR USE BY THE GLENDALE REGIONAL AIRPORT. Presented by: Aliudeen Khan Abrahim, Deputy Director, Transportation Ms. Moreno read the ordinance by title. Mr. Smith explained the changes to the Master Airport Terminal Lease Agreement template which included; the airport’s name change to Glendale Regional Airport, forbidding a lessee from subleasing their office space to a third party, an appraised base rate based on the fair market value which would take effect on July 1, 2025. The increase will be 3% minimum or the Consumer Price Index for all Urban Consumers (CPI-U), whichever was greater. A motion was made by Councilmember Lupe Conchas Jr., seconded by Vice Mayor Lauren Tolmachoff to adopt Ordinance No. O25-26. Councilmember Conchas said airport tenants had commented on the need for a restaurant. He would be voting in favor of the ordinance. R25-59 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, ADOPTING THE PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM PENSION FUNDING POLICY AND FORMALLY ACCEPTING THE EMPLOYER’S SHARE OF THE ASSETS AND LIABILITIES UNDER THE SYSTEM, BASED ON THE SYSTEM’S ACTUARIAL VALUATION REPORT. Presented by: Levi D. Gibson, Director, Budget and Finance Megan Ellgen, Controller, Budget and Finance Ms. Moreno read the resolution by title. Ms. Smith said the resolution would adopt the Public Safety Personnel Retirement System (PSPRS) Pension Funding Policy and formally accept the employer’s share of the plan’s asset and liabilities under the system based on the system’s most recent actuarial valuation report. The Glendale Police Plan was 85.9% funded with plan assets of $420,592,207 and plan liabilities of $489,684,781. The Glendale Fire Plan was 87.5% funded with plan assets of $260,878,466 and plan liabilities of $297,242,367. A motion was made by Councilmember Ray Malnar, seconded by Vice Mayor Lauren Tolmachoff to adopt Resolution No. R25-59. RESOLUTION NO. R25-57 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, ADOPTING THE FINAL BUDGET OF THE AMOUNTS REQUIRED FOR THE PUBLIC EXPENSE FOR THE CITY OF GLENDALE FOR THE FISCAL YEAR 2025-2026, SETTING FORTH THE REVENUE AND THE AMOUNT TO BE RAISED BY DIRECT PROPERTY TAXATION AND ADOPTING THE CITY COUNCIL’S FINANCIAL POLICIES. Presented by: Levi Gibson, Director, Budget and Finance Ms. Moreno read the resolution by title. Mayor Weiers opened the public hearing. Ms. Lindsay said the resolution would formally approve the final operating, capital improvement plan (CIP), debt service and contingency appropriation budgets. The FY25-26 Final Budget totaled $1.46 billion. No one wished to speak. Mayor Weiers closed the public hearing. A motion was made by Councilmember Leandro Baldenegro, seconded by Vice Mayor Lauren Tolmachoff to adopt Resolution No. R25-57. Councilmember Conchas thanked staff for its assistance during his first budget cycle. He also thanked taxpayers and residents of Glendale for their trust and treasure. REAPPOINTMENT OF CITY JUDGE JACK PRITT Presented by: Jim Brown, Director, Human Resources and Risk Management Ms. Moreno read the item by title. Mr. Brown said City Judge Jack Pritt was currently serving his initial term which would expire on October 15, 2025. He was eligible for reappointment to a second two-year term. If reappointed, his term would begin October 16, 2025 for an additional two years. A motion was made by Councilmember Lupe Conchas Jr., seconded by Vice Mayor Lauren Tolmachoff to reappoint City Judge Jack Pritt. Mayor Weiers had heard nothing but good things about Judge Pritt and was honored to reappoint him for another two-year term. Guzman Councilmember Ray Malnar Other: Councilmember Bart Turner (ABSENT) Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Conchas thanked the Glendale Fires Charities for the Water Safety Day at the Rose Lane Aquatic Center, which had over 600 community members in attendance. He also thanked community partners and those who participated. Councilmember Conchas thanked the over 80 residents who attended his Town Hall meeting on Thursday, June 5th and Fire Chief Ryan Freeburg for his presentation. Councilmember Guzman said the Yucca District would be hosting its second quarterly meeting on Thursday, June 26th, from 6:00 p.m. to 8:00 p.m. at the System of Care Facility located at 7677 W. Bethany Home Road. Councilmember Guzman said on June 14th, the nation would be celebrating the United States Army's 250th anniversary. She reminded everyone to be thankful for every soldier's past and present service to our nation. Councilmember Guzman wished Happy Father's Day to all the City of Glendale fathers. Vice Mayor Tolmachoff thanked staff for its efforts to relocate the Council meeting due to a power outage at such short notice. Vice Mayor Tomachoff also congratulated City Judge Jack Pritt on his reappointment. James Deibler, Phoenix resident, commented on an abandoned residence on 47th Avenue and Bethany Home Road.
