A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
AUTHORIZING AND DIRECTING THE ENTERING INTO OF 
AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY 
OF 
PHOENIX, 
RETROACTIVELY 
REINSTATING 
AN 
INTERGOVERNMENTAL 
AGREEMENT 
FOR 
WATER 
SERVICE TO THE CAMELBACK RANCH AREA. 
 
 
WHEREAS, the City of Glendale desires to enter into an Intergovernmental Agreement 
(IGA) with the City of Phoenix retroactively reinstating an IGA for treated water service to the 
Camelback Ranch area that extends the term of the original Agreement and all other terms remain 
the same; and 
 
WHEREAS, on March 27, 2008, the City of Glendale and the City of Phoenix entered into 
an Intergovernmental Agreement for treated water service to the Camelback Ranch area. The 
original IGA (Phoenix Agreement No. 123273) and (Glendale Agreement No. C-6366), under 
which Glendale provides potable water to Phoenix, and Phoenix provides retail water services to 
customers in the Camelback Ranch area; and 
 
WHEREAS, the original agreement expired on March 30, 2023; and 
 
WHEREAS, the City of Glendale and the City of Phoenix desire to reinstate the original 
agreement. This reinstatement will retroactively take effect from the expiration date of the original 
IGA, and any transactions that occurred during this period will be treated as if the original 
agreement had been renewed on time; and 
 
WHEREAS, on February 5, 2025, the City of Phoenix approved Ordinance S-51628, as 
required by ARIZ. REV. STAT. § 11-952(F), which authorizes Phoenix’s City Manager to enter 
into this Reinstatement Agreement. Glendale is also authorized to execute this Reinstatement 
Agreement. 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That it is deemed in the best interest of the City of Glendale and the citizens 
thereof for the City of Glendale to enter into the nonbinding Intergovernmental Agreement (IGA) 
with the City of Phoenix (Phoenix) for treated water service to the Camelback Ranch area. 
 
SECTION 2.  That the City Manager or designee and the City Clerk are authorized and 
directed to execute and deliver any and all documents necessary to effectuate said 
Intergovernmental Agreement on behalf of the City of Glendale.
