Attach a cover page titled “Citizen Participation Final Report,” which lists information such as the project name, location, and case number(s), if assigned at this time. A cover page titled, “Citizen Participation Final Report” is attached. The cover page includes the project name, location, and case number. 2. Provide a brief description of the proposed project. On behalf of our client, Advance West LTD, we are pleased to submit this PAD narrative and supporting documents for an approximately 2.61-acre site located at 5150 W. Camelback Road. The subject site consists of one parcel that is identified in Maricopa County Assessor’s database as APN: 144-34-001X (the “Property”). The Property contains a self-storage facility that was developed in 1976. The Property is a “T” shape and has direct access to Camelback Road. Camelback Road serves as a municipal boundary between the City of Glendale and the City of Phoenix. The City’s General Plan Land Use Map designates the Property as “GC” (“General Commercial”), and the Property is zoned M-2 according to the City’s zoning maps. The City’s records show building permits being issued in 1976 for construction of the self-storage facility on the Property. According to City records, 11 building permits were issued back in 1976, which include warehouse buildings, an apartment, and an office building—all related to the self-storage operation. All the permits issued for buildings on this Property show the zoning as M-2 zoning district. In 1988, a permit was issued for an additional 150 square feet of office space. The purpose of this request is to submit, process, and obtain approval for a Rezoning for the Property. The request seeks a rezoning from M-2 (“Heavy Industrial”) to Planned Area Development (“PAD”). There are four main purposes in filing this PAD: 1) to allow the existing self-storage to be a permitted use by right (the previous City of Glendale Zoning Ordinance, which was amended in 2024, allowed self-storage by right on the subject site), 2) allow the self-storage building and landscape setbacks to remain as they exist today (and for the same self-storage project to be rebuilt if it were destroyed), 3) establish development standards for the Property if redeveloped other than self-storage were to occur in the future, and (4) remove certain industrial uses while adding other retail and commercial uses that would be compatible with and complement the area. 3. Provide a brief overview of the elements of the Citizen Participation Plan. The City Planner assigned to the case determined that a notification letter would be the most effective way to inform the public of the proposed rezoning request. On March 31, 2025, Earl & Curley, P.C. mailed a total of 356 notification letters. These were sent to all property owners within 600 feet of the subject site, interested parties, homeowners’ associations and Registered Neighborhood Groups (as identified by the Planning Department), additional property owners from the expanded list provided by the Planning Department, and the City of Glendale. 3 Each letter included the following: an introduction, background and description of the request, the proposed site plan, and a city notification map. A QR code was provided for recipients to access more details about the project or to request inclusion on the interested parties mailing list. The letter also included the applicant’s contact information (name, address, phone number, and email), as well as the contact details of the City Planner managing the case. An appendix is attached containing: The notification map A list of property owners notified within the 600-foot radius A list of relevant homeowners’ associations and Registered Neighborhood Groups, along with their representatives A list of interested parties Names and addresses of individuals and companies on the additional notification list The City will send out hearing post cards informing property owners within 600 feet of the subject site, interested parties, additional notification list of homeowners’ associations and Registered Neighborhood Groups of the upcoming hearings. 4. List dates that notification letters and meeting notices were mailed, newsletters and other publications were posted and/or advertised. On March 31, 2025, Earl & Curley, P.C. mailed a total of 356 notification letters. A copy of the Notification Letter is attached to the Appendix. 5. Attach an outlined map of the specific areas where residents and property owners who were notified are located. A Notification Map is attached to the Appendix. 6. If applicable, identify dates and locations of all meetings where citizens were invited to discuss the proposal. No meeting was required. The notification period was from March 31, 2025, to April 21, 2025, and there were no comments received. 7. Provide the total number of individuals notified and the number of people who actually participated in the process. A total of 356 notification letters were mailed. There were no comments or concerns received from any participants. 8. List concerns, issues, and problems expressed by the participants. Since the case was initially filed and throughout the Citizen Participation review period, no concerns, issues, or objections have been raised by any participants. 9. State how each concern, issues, and problem has been addressed and how the applicant intends to continue to address them. There were no concerns, issues, or problems raised by any participants. Should any adjacent property owners and/or other interested individuals raise any concern between 4 now and the hearings, the Project Team will make every effort to address those concerns in the appropriate manner. 10. State concerns, issues, and problems the applicant is unable or unwilling to address and why. There were no concerns, issues, or problems raised by any participants. No revisions or changes were necessary. 11. Specifically identify how the proposal has been revised to address public concerns. There were no concerns, issues, or problems raised by any participants. No revisions or changes were necessary. 12. Attach copies of letters, affidavits, meeting invitations, newsletter, publications, sign-in sheets, petitions received in support of or against the proposed project, and any other materials pertaining to the notification process. A copy of the Notification Letter, including Site Plan and Map, and Affidavit of Mailing is attached to the Appendix. 13. Attach a complete mailing list use which includes all individuals located in the notice area, homeowners’ associations, registered neighborhood groups/associations, individuals on the district’s “interested parties” list, and individuals on the “additional notification” list. The report should specify that the mailing list is attached as an appendix. A complete mailing list is attached to the Appendix Should any adjacent property owners and/or other interested individuals raise any concern between now and the hearings, the Project Team will make every effort to address those concerns in the appropriate manner. Members of the Project Team are committed to working with the City of Glendale, surrounding neighbors, and any interested parties to ensure the compatibility and success of these applications.
